The priority project EFOP 1.1.1-15 implements the long-term integration of people with disabilities into the labour market and the promotion of social inclusion. In addition, the aim is to stimulate labour market demand for people with disabilities and to bring the expectations of both sides closer. Labour market supply often fails to meet employers’ expectations as a result of long-term absences in the labour market due to the health impairment of customers and their limited employment potential. In order to expand the supply that is tailored to the needs, the individual customer development will be realised. Based on a problem map based on the obstacles to labour market conditions and permanent reintegration, an individual development plan is developed for customers. The toolkit available under the project consists of the elements of services corresponding to the individual needs of NRSZH staff and external service providers, support for demand-driven training, trainings to prepare for job-search and competence development, gain work experience in the framework of subsidised employment, as well as additional support. The aim of occupational rehabilitation services is to prepare programme participants with disabilities for employment and to compensate and correct obstacles to labour market integration that have been identified along the lines of the services that match the problem. This is complemented by the permanent personal support of mentoring assistance, which helps the programme participant’s occupational rehabilitation from the first interview to the individual closure of the project. In addition to individual services, the provision of group services is a key tool in creating motivation and preparing for job search. The development of the skills needed for employment and the re-socialisation of the labour market are implemented through job-search and reintegration trainings and group services of organisations providing external services. Another important element of the project’s toolkit is to support the individual training of clients in the individual development of clients and in strengthening the adaptability of the labour market. Due to the lack of compliance with occupational health conditions, the health impairment that has occurred can greatly restrict access to the previously acquired profession, and long-term unemployment causes the loss and obsolescence of the skills held by clients. Therefore, it is of great importance for the employability of people with disabilities to raise the level of qualification of the clientele. To this end, the project will provide support for training in professions preferred by labour market demand, which will enable the target group to acquire fresh skills and knowledge compatible with the remaining skills of the labour market. Participation in training is facilitated by means of livelihood support by creating adequate motivation for the training clientele and by compensating for the costs of participating in longer training courses. One of the biggest obstacles to the employment of workers with disabilities is the long-term loss of work by the target group. In order to compensate for the employability problems caused by long-term absences in the labour market and to gain employee work experience, the project provides transitory wage-cost support for employers to hire customers. This will increase labour market demand on the one hand and the supply target group also gain fresh, relevant open work experience, which will help to increase employability and improve employment potential. In parallel with the support, in order to stimulate demand on the labour market, the range of services providing sensitisation and awareness-raising by external service providers also helps to stimulate labour market demand. Through the provision of self-employment support, NRSZH intends to make it possible to start a business in the framework of the project for those who wish to manage the progress of the labour market independently. The project will support travel costs related to services and cooperation, training and subsidised employment, which are difficult to earn due to relatively low customer incomes and reduce mobility difficulties. In addition, the NRSZH also provides support to the clientele by covering the costs of professional and occupational health examinations related to training and employment. (English)

    Az EFOP 1.1.1-15 kiemelt projekt a megváltozott munkaképességű személyek tartós munkaerő-piaci integrációját és társadalmi beilleszkedésének elősegítését valósítja meg. Emellett cél a megváltozott munkaképességű személyek iránti munkaerő-piaci kereslet élénkítése, és a két oldal elvárásainak közelítése. A munkaerő-piaci kínálat – az ügyfélkör egészségkárosodása és a korlátozott munkavállalási potenciálja miatt kialakult tartós munkaerő-piaci távollét következtében – gyakran nem felel meg a munkáltatók elvárásainak. Az igényekhez igazodó kínálat bővítése érdekében az ügyfelek egyedi fejlesztése valósul meg. A munkaerő-piaci adottságok és a tartós visszailleszkedés akadályai mentén kialakított problématérképre alapozva egyéni fejlesztési terv készül az ügyfelek számára. Ez a terv a foglalkozási rehabilitáció céljáig, a tartós munkavállalás eléréséig tartalmazza a projekt által biztosított eszközrendszer egyéni kombinációját és ütemezett igénybevételi menetrendjét. A projekt keretében elérhető eszközrendszer az NRSZH munkatársai és a külső szolgáltatók által nyújtott egyéni szükségletnek megfelelő szolgáltatások, a keresletvezérelt képzések támogatása, az álláskeresésre felkészítő és kompetenciafejlesztést biztosító tréningek, a támogatott foglalkoztatás keretében nyújtott munkatapasztalat-szerzés, valamint kiegészítő támogatások elemeiből épül fel. A foglalkozási rehabilitációs szolgáltatások célja, hogy a megváltozott munkaképességű programrésztvevőt felkészítse a munkavállalásra és a feltárásra került munkaerő-piaci integrációt nehezítő akadályok a problémához illeszkedő szolgáltatások mentén ellensúlyozásra, korrigálásra kerüljenek. Ezt egészíti ki az állandó személyes támogatást jelentő mentori segítségnyújtás, ami az első interjútól kezdve a munkába álláson túl, a projekt egyéni zárásáig segíti a programrésztvevő foglalkozási rehabilitációját. Az egyéni szolgáltatások mellett kiemelt fontosságú eszközt jelent a motiváció megteremtésében, az álláskeresésre történő felkészítésben a csoportos szolgáltatások biztosítása. A hiányzó, munkavállaláshoz szükséges kompetenciák kialakítása, a munkaerő-piaci re-szocializáció a külső szolgáltatást nyújtó szervezetek álláskeresési és re-integrációs jellegű tréningjei, csoportos szolgáltatásai révén kerül megvalósításra. Az ügyfelek egyéni fejlesztésében, a munkaerő-piaci alkalmazkodóképesség erősítésében a projekt eszközrendszerének másik fontos eleme az ügyfelek egyéni képzésének támogatása. A bekövetkezett egészségkárosodás a foglalkozás-egészségügyi feltételeknek történő megfelelés hiánya miatt, a korábban megszerzett szakma gyakorlását nagymértékben korlátozhatja, a hosszú ideje tartó munkanélküliség az ügyfelek által birtokolt szaktudás leépülését, elavulását okozza. A megváltozott munkaképességű személyek foglalkoztathatósága szempontjából emiatt nagy jelentőséggel bír az ügyfélkör képzettségi szintjének emelése. Ennek érdekében a projekt támogatást nyújt a munkaerő-piaci kereslet által preferált szakmákban történő képzések elvégzéséhez, amely révén a célcsoport a megmaradt képességeivel kompatibilis, a munkaerő-piacon hasznosítható friss szakismereteket és tudást szerezhet. A képzéseken történő részvételt elősegíti a megélhetést biztosító támogatás a képzésen részt vevő ügyfélkör megfelelő motivációjának megteremtése és a hosszabb időtartamú képzéseken történő részvételből fakadó költségek kompenzálása révén. A megváltozott munkaképességű munkavállalók alkalmazásának egyik legnagyobb akadálya, hogy a célcsoport tagjai hosszú ideje kiestek a munka világából. A tartós munkaerő-piaci távollét következtében fellépő foglalkoztathatósági problémák ellensúlyozása, a munkavállalói munkatapasztalat megszerzése érdekében a projekt tranzit jellegű bérköltség-támogatást nyújt az ügyfelek foglalkoztatásához a munkaadók számára. Ezzel egyrészről bővül a munkaerő-piaci kereslet másrészt a kínálatot képező célcsoport tagjai is friss, releváns nyílt munkatapasztalatra tesznek szert, ami elősegíti az alkalmazhatóság növekedését és a foglalkoztatási potenciál javulását. A támogatásokkal párhuzamosan, a munkaerő-piaci kereslet élénkítésében nyújt segítséget a külső szolgáltatók által biztosított érzékenyítést és szemléletformálást megvalósító, foglalkoztatási hajlandóságot növelő szolgáltatások köre is. Az NRSZH az önfoglalkoztatási támogatás biztosítása révén a projekt keretében lehetővé kívánja tenni vállalkozás indítását azoknak a személyeknek, akik a munkaerő-piaci előrelépést önállóan kívánják megoldani. A projekt támogatást nyújt a szolgáltatásokhoz és együttműködéshez, képzéshez, valamint a támogatott foglalkoztatáshoz kapcsolódó – az ügyfélkör relatíve alacsony jövedelme miatt nehezen előteremthető, valamint a mobilitási nehézségeket csökkentő – utazási költségekhez.
