In the framework of the project, the Szabolcs-Szatmár-Bereg County Hospitals and University Teaching Hospital (SZSZBMK) implements a scholarship programme aimed at alleviating the lack of human resources in health care and enhancing its motivation. With the help of the scholarship, we will be able to motivate our doctors to complete the training or to complete the courses we have started. Due to the specificities of our institution, we expect applicants primarily in the field of pediatrics, internal medicine and pathology. Within the framework of the project, we plan to launch a detailed call for proposals and, following the evaluation of the applications received, we intend to conclude a scholarship contract with our specialists submitting a valid application, according to which, until the completion of the training, we will pay a grant of HUF 150,000 per month to all successful applicants, which includes the public charges to be paid by the employer and the employee. Ancillary activities related to the above professional activities: — Project management — Horizontal requirements — Ensure monitoring — Information and publicity. The effective implementation of the project in accordance with the administrative and legislative procedural environment is ensured by human resources performing activities in the framework of its own organisational framework requiring support, as part of a civil servant relationship. The provision of publicity throughout the implementation cycle is continuous, in accordance with the provisions of the Széchenyi 2020 Identity Guide and Beneficiaries’ Information Obligations. Mainstreaming of horizontal aspects is met: at public events related to the development, in the communication and behaviour of the project owner, the opportunity awareness is expressed, the ICT accessibility is also implemented, and the institution has an equal opportunities plan. The applicant declares that it has the administrative, financial and operational capacity to carry out the project. In view of the fact that the aid application is financed 100 % from a grant source in respect of its cost claim calculated in accordance with the call, the financial support is fully secured. As a result of the project promoter’s current management of public finance management systems, the funds available also ensure that the grant is advanced, and intends to make use of the possibility to draw down the advance (100 %) in connection with the grant application. During the implementation period, project management with professional experience prepares the quick submission of payment claims in succession. A risk factor may be if the funding sources of the proposal are not available or are not available in time. In order to eliminate the risk, every effort should be made to plan resources accurately in time and to draw them down in due time. The proportion and availability of human resources allocated by the project promoter for the development is ensured, the project management tasks are professional and well-founded, linked to the relevant management level at the organizational level, and is guaranteed by the HR Director and his/her direct staff. The task of managing projects implemented as individual projects in the portfolio is carried out at the organisational level, in accordance with the provisions of the respective organisational rules of operation of the project promoter. Within the framework of the organisation of the project promoter, with its 10 years of operation and gaining significant experience, in the field of implementation of EU projects, the Development Directorate provides support for the administrative implementation process of the project as necessary.     A projekt keretében támogatást igénylő, a Szabolcs-Szatmár-Bereg Megyei Kórházak és Egyetemi Oktatókórház (SZSZBMK) egészségügyi hiányszakmák vonzóvá tételére létrehozott ösztöndíj programot valósít meg az egészségügyi humán erőforrás hiányának enyhítésére és motivációjának fokozására vonatkozóan. A projekt átfogó célja: az egészségügyi ellátás színvonalának javítása, a humánerőforrás hiány csökkentése és jól képzett szakorvosok révén a magyar lakosság egészségi állapotának javítása. A projekt célrendszerének eléréséhez tervezett beavatkozások és tevékenységtípusok a következők: az ország egyik legnagyobb fekvőbeteg-ellátó intézményeként az intézményünkben ellátott betegek nagy száma, valamint a gyógyító osztályaink magas progresszivitási szintjei indokolttá teszik azt, hogy minél több olyan szakorvossal rendelkezzünk, aki az első szakvizsga megszerzését követően további szakképesítést szerezhessen, akár egy másik szakmában, vagy a saját szakmáján belül egy-egy részterületen. Ennek érdekében olyan ösztöndíjprogram indítását tervezzük, mely lehetőséget teremtene arra, hogy ösztöndíj kifizetésével támogassuk orvosainkat, akik hiányszakmában, vagy valamelyik ráépített szakmában vállalják másod-, vagy többedszakvizsgájuk megszerzését. Az ösztöndíj segítségével várhatóan motiválni tudjuk orvosainkat a képzés elvégzésére vagy a megkezdett képzések befejezésére. Intézményünk sajátosságaiból fakadóan elsősorban a gyermekgyógyászat és a belgyógyászat, valamint a patológia területén számítunk jelentkezőkre. A projekt keretében részletes pályázati felhívást tervezünk közzétenni, majd a beérkezett pályázatok értékelését követően ösztöndíj-szerződést kívánunk kötni az érvényes pályázatot benyújtó szakorvosainkkal, melynek értelmében a képzés befejezéséig valamennyi nyertes pályázó számára 150.000,- Ft / hó összegű ösztöndíjat folyósítunk, mely összeg magában foglalja a munkáltató és a munkavállaló által fizetendő közterheket is. A fenti szakmai tevékenységekhez kapcsolódó kiegészítő tevékenységek: - Projektmenedzsment - Horizontális követelmények - Monitoring biztosítása - Tájékoztatás, nyilvánosság biztosítása. A projekt adminisztratív és jogszabályi eljárásrendi környezetnek megfelelő hatékony megvalósítása támogatást igénylő saját szervezeti keretein belül, közalkalmazotti jogviszony keretében tevékenységet ellátó humánerőforrás által biztosított. A megvalósítás teljes ciklusa alatt a nyilvánosság biztosítása, a Széchenyi 2020 Arculati Útmutató és Kedvezményezettek Tájékoztatási Kötelezettségei című dokumentumban foglalt rendelkezések szerint folyamatos. A horizontális szempontok érvényesítése teljesül: a fejlesztéshez kapcsolódó nyilvános eseményeken, projektgazda kommunikációjában és viselkedésében esélytudatosságot fejez ki, az infokommunikációs akadálymentesítés is megvalósul, valamint rendelkezik az intézmény esélyegyenlőségi tervvel. Támogatást igénylő nyilatkozik, hogy a projekt megvalósításához szükséges adminisztratív, pénzügyi és működési kapacitással rendelkezik. Tekintettel arra, hogy a támogatási igénylés a Felhívással összhangban kalkulált költségigénye vonatkozásában 100%-ban támogatási forrásból finanszírozott, így a pénzügyi háttér teljes mértékben biztosított. Projektgazda államháztartási gazdálkodási rendszerben működő mindenkori gazdálkodásából fakadóan, rendelkezésre álló pénzeszközei is biztosítják a támogatás megelőlegezését, illetve a támogatás igényléssel kapcsolatban élni kíván a támogatási előleg (100%-os mértékű) lehívásának lehetőségével is. A megvalósítás ideje alatt a projekt szakmai tapasztalattal rendelkező projektmenedzsment készíti elő a kifizetési igénylések gyors egymás után történő benyújtását. Kockázati tényező lehet, ha a pályázat támogatási forrásai nem állnak rendelkezésre, vagy nem állnak rendelkezésre időben. A kockázat kiküszöbölésének érdekében meg kell tenni mindent a források pontos időbeli tervezéséért, azok határidőre történő lehívásáért. A fejlesztésekhez a projektgazda részéről allokált humán erőforrás aránya és rendelkezésre állása biztosított, a projektmenedzsment feladatok szakszerű és megalapozott a szervezeti szinten releváns szakterületi vezetői szinthez kötve, a HR igazgató és közvetlen munkatársának személye garantálja. Az egyes projektekként megvalósuló projektek portfolióban történő kezelésének feladata szervezeti szinten, a projektgazda mindenkori szervezeti működési szabályzatában foglalt rendelkezések értelmében ellátott. Projektgazda szervezeti keretei között a 10 éves működésével és jelentős tapasztalat szerzése mellett az uniós projektek megvalósításának területén a Fejlesztési Igazgatóság részéről biztosított a projekt adminisztratív lebonyolítása folyamatának szükség szerinti támogatása.
