Csolnoky Ferenc Hospital (hereinafter referred to as “Hospital”) is one of the most important health care institutions in the region of Central Transdanubia, Veszprém County. It operates in 5 locations with 18 healing and 3 diagnostic classes, its territorial care obligation covers approximately 335 000 inhabitants, and the institution provides services to outpatient patients with specialised clinics covering almost all areas of expertise. The aim of the project is to develop the hospital’s human resources for health in order to provide the highest possible level of active hospital inpatient care and outpatient care to the population in the care area. The hospital’s infrastructure has been upgraded with EU funding in the previous 2007-2013 cycle, but the hospital is constantly facing human resources problems, it is increasingly difficult to find new staff to replace the ever older medical faculty and the therapists. The average age of doctors in Veszprém County is also very high, as young people are increasingly less attractive to the economically and socially disadvantaged county. Therefore, the hospital needs to be provided with an increasingly depleted and ageing human resources, which places a huge burden on healthcare workers, in order to cure the population of the disadvantaged county, which is far worse than the national average. Overworking staff slows down patient care in the longer term and reduces the quality of care. The main problem is that the sector’s ability to attract and retain specialists is weak, and despite the hospital’s ongoing vacancy notices, it can only partially fill the missing specialists. There are vacancies in some in-patient care departments of the hospital as medical, specialist and pharmacy assistants. By filling these posts, the institution aims to address the lack of human resources in order to ensure the continued professional and safe care of patients. The present project aims to improve the problems described above, which will create new jobs for 12 staff shortages (1 vascular surgeon, 2 pharmacists, 2 pharmacy assistants, 7 specialist nurses) and 24 professionals. The reason for the planned increase is to reduce the workload of current medical staff by alleviating the hospital’s human resources problems (filling vacancies for more than 1 year), thus giving staff more time to deal with individual patients. The overall long-term objectives of the project, in line with the health strategy and the objectives set out in the EFOP, are: • Ensure an adequate level of human resources for health to ensure the quality and safety of health services. • Ensure the uniform availability of public services by maintaining human resources in healthcare and filling the lack of personal capacity. • Ensure efficient healthcare in the hospital’s in-patient and outpatient care, coupled with high-quality services, with equal access for all residents of the care area. The specific objectives of the project are: • Alleviate the hospital’s lack of human resources in health and increase its motivation. •12 reduce the number of skills shortages by creating new jobs. • Support the employment of 24 existing specialists in new jobs. • Improving the quality of healthcare for hospital users by employing a new skilled workforce. • Reduce the high average age of hospital medical staff by recruiting young specialists. The project will be implemented for 24 months, with the help of a grant grant to finance the wage costs of new staff and those providing additional performance. The amount of aid required for the implementation of the project is HUF 149,8 million. After the implementation period of 2 years, the institution will have its own resources to cover staff salaries and contributions for a further 24 months. As a result of the project, the shortage of specialists in the hospital will be reduced, the workload of existing workers will be reduced, the professional competence of the specialists will be increased, and the quality of care will be increased. A Csolnoky Ferenc Kórház (továbbiakban “Kórház”) a Közép-dunántúli régió egyik legjelentősebb, Veszprém megye meghatározó egészségügyi szolgáltató intézménye Veszprém városában. 5 telephelyen 18 gyógyító és 3 diagnosztikus osztállyal működik, területi ellátási kötelezettsége mintegy 335 ezer lakosra terjed ki, továbbá az intézmény szinte valamennyi szakterületre kiterjedő szakrendelőivel nyújt szolgáltatást az ambuláns betegek részére. A projekt célja a Kórház egészségügyi humánerőforrás-fejlesztése annak érdekében, hogy minél magasabb szintű, aktív kórházi fekvőbeteg-ellátást, továbbá azt kiváltó járóbeteg-ellátást tudjunk nyújtani az ellátási területhez tartozó lakosság részére. A Kórház infrastruktúrájának korszerűsítése az előző 2007-2013-as ciklusban EU-s pályázati támogatásból ugyan megtörtént, de a Kórház folyamatosan humánerőforrás problémákkal küzd, egyre nehezebb új munkatársakat találni, az egyre idősebb orvosi kar és a szakdolgozók helyére. Az országban Veszprém megyében is nagyon magas az orvosok körében az átlagos életkor, mivel a fiatalok számára a hátrányos gazdasági és társadalmi helyzetben lévő megye egyre kevésbé vonzó munkahely. Tehát a Kórháznak az országos átlagnál sokkal rosszabb egészségügyi helyzetben lévő hátrányos helyzetű megye lakosságának gyógyítását, egyre fogyó és idősödő humánerőforrással kell ellátni, amely hatalmas terhet ró az egészségügyi dolgozókra. A munkatársak túlterheltsége hosszabb távon lassítja a betegellátást és csökkenti az ellátás színvonalát. A legfőbb probléma, hogy az ágazat szakembervonzó és megtartó képessége gyenge, a Kórház folyamatos álláshirdetései ellenére csak részben tudja pótolni a hiányzó szakembereket. A Kórház egyes fekvőbeteg ellátó osztályain betöltetlen orvosi, szakápolói, gyógyszertári szakasszisztensi álláshelyek vannak. Ezen állások betöltésével a humánerőforrás hiányt szeretné megoldani az intézmény, a folyamatos szakszerű és biztonságos betegellátás érdekében. A fentiekben leírt problémákon kíván javítani jelen projekt, amely 12 fő hiány szakmában foglalkoztatandó munkaerőnek (1 fő érsebész,2 fő gyógyszerész, 2 fő gyógyszertári szakasszisztens, 7 szakápoló )számára teremt új munkahelyet, valamint 24 szakembernek biztosítja az új munkakörbe helyezését. A tervezett létszámbővítés indoka, hogy a Kórház humánerőforrás problémáinak (több mint 1 éve betöltetlen állások betöltése) enyhítésével csökkentse a jelenlegi egészségügyi munkatársak leterheltségét, ezáltal a dolgozóknak több idejük legyen az egyes betegekkel foglalkozni. A projekt általános, hosszú távú céljai – az egészségügyi stratégiával és az EFOP-ban meghatározott célkitűzésekkel összhangban – a következők: • Az egészségügy humán erőforrásának megfelelő szintű biztosítása az egészségügyi szolgáltatások minőségének és biztonságának megteremtése érdekében. • Az egészségügyi ellátásban dolgozó humán erőforrás megtartásán és a hiányzó személyi kapacitások pótlásán keresztül a közszolgáltatások egységes elérhetőségének biztosítása. • Hatékonyan működő egészségügyi ellátás biztosítása a Kórház fekvőbeteg és járóbeteg szakellátásain, amely magas színvonalú szolgáltatásokkal párosul, és amelynek szolgáltatásaihoz egyenlő eséllyel fér hozzá az ellátási terület valamennyi lakója. A projekt konkrét céljai a következők: • A Kórház egészségügyi humán erőforrás hiányának enyhítése és motivációjának fokozása. •12 új munkahely létrehozásával a hiányszakmák számának csökkentése. • 24 meglévő szakdolgozó új munkakörben való foglalkoztatásának támogatása. • A Kórház ellátását igénybe vevők számára az egészségügyi ellátás minőségének javítása az új szakképzett munkaerő alkalmazásán keresztül. • A kórház egészségügyi személyzete tekintetében a magas átlagos életkor csökkentése a fiatal szakdolgozók felvételével. A projekt megvalósítása 24 hónap, ennyi ideig történik meg pályázati támogatás segítségével az új munkatársak és a többletteljesítményt nyújtók bérköltségének megfinanszírozása. A projekt megvalósításához szükséges támogatás összege 149,8 MFt. A 2 éves megvalósítási időszakot követően az intézmény további 24 hónapig saját erőből állja a munkatársak bér- és járulékköltségeit. A projekt eredményeként csökken a szakdolgozói hiány a Kórházban, kisebb lesz a meglévő dolgozók leterheltsége, a szakdolgozók szakmai kompetenciája bővül, és az ellátás színvonala emelkedik. Az egészségügyi ellátásban dolgozó humán erőforrás megtartásán és a hiányzó személyi kapacitások pótlásán keresztül javul a Kórház dolgozóinak helyzete, a munkaerő megbecsülése. (Hungarian)
