In the territory of Akmenė district, the structure of the natural framework corresponds to the general republican division of the natural framework into separate metafunctional parts — geoecological divides, geosystem stabilisation focal points and migration corridors. If all these geo-ecologically active areas are combined into a coherent system — the natural framework, it is possible to manage the compensatory functions of the landscape and guarantee the stability of the structure. The natural framework in Akmenė district combines quite diverse areas — nature reserves, state parks, protection zones, protected areas of natural resources, various recreational, forestry, as well as restricted agri-activities. All the meta-functional parts of the natural framework — the natural framework system in Akmenė district covers 55 % of the municipality’s territory. After the correction of the general plan of Akmenė district municipality, landscape management zones will be determined in accordance with the most important priorities for the development of Akmenė district municipality territory, the interests of urban and natural frame development. The amended/adjustable general plan of Akmenė district municipality will include directions of regulation of landscape management, proposed measures and restrictions to ensure the overall ecological balance of the landscape, preservation of natural, cultural values or landscape complexes.     Akmenės rajono teritorijoje gamtinio karkaso sandara atitinka bendrą respublikinį gamtinio karkaso skirstymą į atskiras metafunkcines dalis – geoekologinės takoskyros, geosistemų stabilizavimo židiniai ir migracijos koridoriai. Visas šias geoekologiškai aktyvias teritorijas sujungus į vientisą sistemą – gamtinį karkasą, galima būtų valdyti kompensacines kraštovaizdžio funkcijas bei garantuoti struktūros stabilumą. Gamtinis karkasas Akmenės rajone jungia gana įvairios paskirties teritorijas – gamtinius draustinius, valstybinius parkus, apsaugos zonas, saugomus gamtos išteklių sklypus, įvairias rekreacines, miškų ūkio, taip pat ribojamos agrarinės veiklos zonas. Visos gamtinio karkaso metafunkcinės dalys – gamtinio karkaso sistema Akmenės rajone užima 55 % savivaldybės teritorijos. Atlikus Akmenės rajono savivaldybės bendrojo plano korekciją, bus nustatytos kraštovaizdžio tvarkymo zonos pagal svarbiausius Akmenės rajono savivaldybės teritorijos vystymo prioritetus, urbanistinio ir gamtinio karkaso plėtojimo interesus. Keičiamame/koreguojamame Akmenės rajono savivaldybės bendrajame plane bus numatytos kraštovaizdžio tvarkymo reglamentavimo kryptys, siūlomos priemonės ir apribojimai, užtikrinantys kraštovaizdžio bendrąją ekologinę pusiausvyrą, gamtinių, kultūrinių vertybių ar kraštovaizdžio kompleksų išsaugojimą.
