Various target groups have been identified as being in a particularly vulnerable situation in the aftermath of the refugee crisis in 2015 and the corona crisis in 2020. We see a great need to map the parties' ongoing and planned efforts for the vulnerable target groups based on the changed conditions in the labor market, in order to identify which target groups and areas we need to develop in collaboration. We see a large area of development in improving the work with participant participation at both individual, organizational and in an structural level in order to be able to streamline, improve and adapt our efforts so that they are based on the needs of the target groups. In this feasibility study, an in-depth needs assessment will be carried out in dialogue with the parties and with participants and civil society. We intend to carry out an in-depth evaluation of our existing efforts and projects and lay out a plan for continued work in collaboration to contribute to a sustainable and inclusive working life for vulnerable target groups.
