Background The Study and Careers Advice Centre (VLC) in the City of Malmö provides professional, unbiased and independent study and vocational guidance to adult Malmö residents. A function of the centre is also to work with Youth Follow-Up – working with the Municipal Information Responsibility(KIA) in accordance with The Education Act (Section 29, Paragraph 9) for young people who have completed compulsory education but who are under 20 years old and have yet to participate in or complete a national programme at an upper secondary school or upper secondary special school or an equivalent education. From January 1st 2015 KIA became an Activity Responsibility (KAA) for the same target group but with the extended responsibility to offer appropriate individual activities, to document these activities and to maintain an ongoing register over young people in the target group. Within the City of Malmö there are as many as 1200 young residents every academic year who fall into the Activity Responsibility’s remit. Statistics show that a clear majority of young people who fall into this remit have dropped out of an ongoing upper secondary education and that a third of young people have done so in the year 3 (the final year of study). The outlook in Malmö is particularly tough for young people who have not completed an upper secondary education. Numerous national and regional reports have shown that, in the regions of Skåne and Blekinge, there is a substantially higher rate of unemployment for young men compared to young women. This can be largely explained by women’s higher participation rates in education. Figures from 2014 show that just over 8 % of women aged 18-24 were unemployed, compared to almost 12 % for men in the same age group. Young women are, however, more likely to have periods of recurring unemployment. Levels of unemployment for foreign-born young people aged between 18-24 reaches nearly 15 %. Experience from a number of different collaborative projects such as The Swedish Public Employment Office’s (AF´s) project ‘Unga In/UngKomp’ and VLC’s ‘Drop In for Dropouts’ form the foundation for the methods and activities in Reboot. The need to both widen and deepen efforts to offer more activities to more young people in Malmö is large. Together with AF, the VLC in the City of Malmö is applying for funds from the ESF to be able to create Project Reboot. Through Reboot it will be possible to extend and reinforce the preventative work described above with significantly more young people who otherwise risk falling into unemployment, passivity, social exclusion, and benefit dependency. The project’s overarching purpose is to enhance the prospects for Malmö’s young people (aged 15-24) by offering appropriate individual activities that enable them to begin education, employment or training. The purpose of the project on a participant level is that each young person shall be activated, prepared for and started in an education or alternatively employment. The measures and efforts are built upon tried and tested methods that are proven to shorten the time it takes for young people to establish themselves in the labour market, education and society. Target group The target group for Reboot is young people, resident in Malmö, aged 15-24 who are neither in employment, education or training. The prioritized target group are those young people who fall into the Activity Responsibility (KAA). Reboot will also register and work with those adults who are over 20 and passive and in need of activating measures. The individuals are sent from AF, JobbMalmö, Social Services, other projects and collaborative partners. A maximum of 150 young people will be able to be enrolled in the activities at any given time. The needs of the young people can be dealt up into four groupings which highlight the spread that exists within the overall target group. The young people will then be offered different forms of guidance and activities based on these four groupings. Aims Co-financing from the ESF will enable Reboot to contribute to elevating rates of employment and participation in education or training amongst young people aged 15-24 in Malmö. Reboot will be able to offer a significantly greater breadth of activities and reach more youth in Malmö who neither work nor study. Participants will in the first instance be encouraged to resume their studies – something which is of key importance in reducing the risk of future unemployment. Both young men and young women will be offered the same opportunities to take advantage of different activities, and there will be a fair allocation of resources based on each individual’s needs. Expected results and impact One measureable goal will be to have reached out to at least 95 % of all young people in the target group for the Activity Responsibility (KAA), i.e. approximately 1000 young people per year.
