Dokumentace řeší zásobování pitnou vodou Lomničku, která je městskou části města Plesná. V současné době jsou občané Lomničky zásobeny vodou z místních domovních studní, jejichž kvalita vody neodpovídá požadavkům vyhlášky č. 252/2004 Sb., kterou se stanoví hygienické požadavky na pitnou a teplou vodu a četnost a rozsah kontroly pitné vody, a domovní studny v obci mají v období sucha nedostatek vody.
