Cadrul general al Proiectului propus ca si cadru general institutional stabilit prin Programul Operational Infrastructura Mare, prevede ca Unitatea de Implementare a Proiectului (UIP) va actiona ca si reprezentant al Entitatii Contractante (Operatorul Regional) pentru implementarea Proiectului propus. Avand in vedere complexitatea Proiectului este imperios necesara asigurarea unui management adecvat al acestuia. CAT urmeaza sa ofere Entitatii Contractante sprijinul managerial necesar pentru implementarea cu succes a acestuia. Succesul intregului proiect poate fi asigurat numai printr-un management profesionist de proiect. Managementul profesionist de proiect impune existenta de personal calificat in ceea ce priveste metodologia, expertiza profesionala si comunicarea. Un element important al competentei profesionale este abilitatea de a pune in practica cunostintele profesionale acumulate pe parcursul derularii activitatii. UIP va actiona ca si reprezentant al AC pentru monitorizarea si implementarea Proiectului, colaborand pentru aceasta atat cu celelalte departamente ale OR cat si cu celelalte institutii implicate in gestionarea POIM. Proiectele de investitii planificate sunt considerabile si complexe si necesita existenta de personal experimentat mai ales in cadrul UIP, dar si in cadrul altor altor departamente ale OR. Obiective generale ale Proiectului de Sprijin Obiectivul general al proiectului de sprijin consta în dezvoltarea documentaţiilor tehnico-economice necesare pentru continuarea implementarii strategiei locale pentru dezvoltarea sectorului de apa si apa uzata, în perioada 2014-2020, în vederea atingerii tintelor asumate de Romania prin Tratatul de Aderare la Uniunea Europeana, inclusiv asigurarea suportului de specialitate necesar pe parcursul procesului de aprobare a Aplicației de Finanțare. The general framework of the Project proposed as a general institutional framework established by the Large Infrastructure Operational Programme, provides that the Project Implementation Unit (PIU) will act as the representative of the Contracting Entity (Regional Operator) for the implementation of the proposed Project. Given the complexity of the project it is imperative to ensure an adequate management of the project. Cat will provide the Contracting Entity with the necessary management support for its successful implementation. The success of the entire project can only be ensured through a professional project management. Professional project management requires the existence of qualified personnel in terms of methodology, professional expertise and communication. An important element of professional competence is the ability to put into practice the professional knowledge accumulated during the activity. The PIU will act as a representative of the CA for the monitoring and implementation of the Project, collaborating for this with both the other departments of the OR and the other institutions involved in the management of the LIOP. The planned investment projects are considerable and complex and require the existence of experienced personnel especially within the PIU, but also in other departments of the OR. General objectives of the Support Project The general objective of the support project is to develop the necessary technical and economic documentation for the further implementation of the local strategy for the development of the water and wastewater sector, in the period 2014-2020, in order to achieve the targets assumed by Romania through the Treaty of Accession to the European Union, including providing the necessary expert support during the approval process of the Financing Application. Der allgemeine Rahmen des Projekts, der als allgemeiner institutioneller Rahmen des operationellen Programms für große Infrastrukturen vorgeschlagen wird, sieht vor, dass die Projektdurchführungsstelle (PIU) als Vertreter des Auftraggebers (Regional Operator) für die Durchführung des vorgeschlagenen Projekts fungiert. Angesichts der Komplexität des Projekts ist es unerlässlich, ein angemessenes Projektmanagement zu gewährleisten. Cat wird dem Auftraggeber die für ihre erfolgreiche Umsetzung erforderliche Managementunterstützung zur Verfügung stellen. Der Erfolg des gesamten Projekts kann nur durch ein professionelles Projektmanagement gewährleistet werden. Professionelles Projektmanagement erfordert die Existenz von qualifiziertem Personal in Bezug auf Methodik, Fachkompetenz und Kommunikation. Ein wichtiges Element der fachlichen Kompetenz ist die Fähigkeit, die während der Tätigkeit erworbenen beruflichen Kenntnisse in die Praxis umzusetzen. Die PIU wird als Vertreter der zuständigen Behörde für die Überwachung und Durchführung des Projekts fungieren und dabei sowohl mit den anderen Abteilungen der Regionen in äußerster Randlage als auch mit den anderen an der Verwaltung des LIOP beteiligten Institutionen zusammenarbeiten. Die geplanten Investitionsvorhaben sind beträchtlich und komplex und erfordern die Existenz von erfahrenem Personal, insbesondere innerhalb der PIU, aber auch in anderen Abteilungen der Regionen in äußerster Randlage. Allgemeine Ziele des Unterstützungsprojekts Das allgemeine Ziel des Unterstützungsprojekts besteht darin, die erforderliche technische und wirtschaftliche Dokumentation für die weitere Umsetzung der lokalen Strategie für die Entwicklung des Wasser- und Abwassersektors im Zeitraum 2014-2020 zu entwickeln, um die von Rumänien im Rahmen des Beitrittsvertrags zur Europäischen Union angenommenen Ziele zu erreichen, einschließlich der Bereitstellung der erforderlichen Expertenunterstützung während der Genehmigung des Finanzierungsantrags. Het algemene kader van het project dat wordt voorgesteld als een algemeen institutioneel kader dat is vastgesteld door het operationele programma voor grote infrastructuur, bepaalt dat de eenheid voor de uitvoering van het project (PIU) optreedt als vertegenwoordiger van de aanbestedende entiteit (regionale exploitant) voor de uitvoering van het voorgestelde project. Gezien de complexiteit van het project is het noodzakelijk te zorgen voor een adequaat beheer van het project. Cat zal de aanbestedende entiteit de nodige beheersondersteuning bieden voor de succesvolle uitvoering ervan. Het succes van het gehele project kan alleen worden gegarandeerd door een professioneel projectmanagement. Professioneel projectmanagement vereist het bestaan van gekwalificeerd personeel op het gebied van methodologie, professionele expertise en communicatie. Een belangrijk onderdeel van de vakbekwaamheid is het vermogen om de tijdens de activiteit opgebouwde beroepskennis in de praktijk te brengen. De PIE treedt op als vertegenwoordiger van de BA voor het toezicht op en de uitvoering van het project en werkt hierbij samen met de andere afdelingen van de ultraperifere regio’s en de andere instellingen die betrokken zijn bij het beheer van het LIOP. De geplande investeringsprojecten zijn aanzienlijk en complex en vereisen het bestaan van ervaren personeel, met name binnen de PIE, maar ook in andere afdelingen van de ultraperifere regio’s. Algemene doelstellingen van het ondersteuningsproject De algemene doelstelling van het ondersteuningsproject is het ontwikkelen van de nodige technische en economische documentatie voor de verdere uitvoering van de lokale strategie voor de ontwikkeling van de water- en afvalwatersector in de periode 2014-2020, teneinde de doelstellingen te bereiken die Roemenië bij het Verdrag betreffende de toetreding tot de Europese Unie heeft aangenomen, met inbegrip van het verlenen van de nodige deskundige ondersteuning tijdens het goedkeuringsproces van de financieringsaanvraag.
