Проекта предвижда предоставяне на топъл обяд на лица от община Куклен, които попадат в обхвата на следните целеви групи: •Лица и семейства на месечно подпомагане по реда и условията на чл. 9 от Правилника за прилагане на Закона за социално подпомагане;•Лица с доказана липса на доходи и близки, които да се грижат за тях, установено от съответната дирекция „Социално подпомагане“; •Самотно живеещи лица и семейства, получаващи минимални пенсии - за осигурителен стаж и възраст; за инвалидност; наследствени пенсии; пенсии, несвързани с трудова дейност; Дейностите по проекта ще продължат и разширят обхвата на действащата до 30.04.2016г. „Обществена трапезария“ – гр.Куклен, финансирана от Фонд „Социална закрила“, МТСП. По време на изпълнението му ще бъдат взети необходимите мерки за избягване на двойно финансиране и дублиране на обхванатите дейности. С административен капацитет на общината ще бъдат подбрани бенефициенти по проекта, въз основа на предоставен от ДСП Родопи списък с лица, и предварително разписан механизъм за подбор. Изпълнението на следващите две дейности по проекта-закупуване на хранителни продукти и осигуряване на топъл обяд е предвидено чрез директното им възлагане на изпълнител по реда на Закона за обществените поръчки. Готовата храна ще се получава по три начина: в обект на кандидата– за жителите от гр.Куклен; доставка по населени места - за жителите на общинските села; доставка на място – за трудно подвижни лица. Предвижда се предоставянето на топъл обяд да стартира от 01.11.2016г. Ще бъдат обхванати до 50 потребителя от гр.Куклен и с.Руен.От 01.05.2017 г ще бъдат обхванати 60 потребители. Предоставянето на услугата е предвидено да бъде в рамките на 38 месеца – в работните дни. По време на изпълнение на проекта ще се предоставят съпътстващи мерки на потребителите. (Bulgarian)

The project provides for the provision of a warm lunch to persons from the municipality of Kuklen falling within the following target groups: •Persons and families receiving monthly support under the terms and conditions of Article 9 of the Rules for the Implementation of the Social Assistance Act; • Persons with proven lack of income and relatives to take care of them, established by the relevant Social Assistance Directorate; Lonely living persons and families in receipt of minimum retirement pensions; for invalidity; survivors’ pensions; non-work-related pensions; The project activities will continue and extend the scope of the current until 30.04.2016. “Public Dining Room” — Kuklen, financed by the Social Protection Fund, MLSP. During its implementation, the necessary measures will be taken to avoid double funding and duplication of activities covered. With the administrative capacity of the municipality, beneficiaries of the project will be selected on the basis of a list of persons provided by the NSP Rhodopes and a pre-written selection mechanism. The implementation of the next two activities under the project — purchasing food products and providing a warm lunch is foreseen through their direct award to a contractor in accordance with the Public Procurement Act. The ready-made food will be obtained in three ways: in the premises of the applicant — for the residents of the town of Kuklen; delivery to settlements — for residents of municipal villages; on-site delivery — for hard-to-removable persons. It is foreseen that the provision of a warm lunch will start from 01.11.2016. Up to 50 users from the towns of Kuklen and Ruen will be covered. From 01.05.2017 60 users will be covered. Le projet prévoit la fourniture d’un déjeuner chaud aux personnes de la municipalité de Kuklen appartenant aux groupes cibles suivants: • Les personnes et les familles bénéficiant d’une aide mensuelle en vertu des modalités et conditions de l’article 9 des règles d’application de la loi sur l’assistance sociale; • les personnes dont le manque de revenus et les membres de la famille ont été prouvés pour s’en occuper, établies par la direction de l’assistance sociale compétente; Les personnes vivant seules et les familles bénéficiant d’une pension minimale de retraite; en cas d’invalidité; les pensions de survie; les pensions non liées au travail; Les activités du projet se poursuivront et étendront le champ d’application de l’actuel jusqu’au 30.04.2016. «Salle à manger publique» — Kuklen, financé par le Fonds de protection sociale, MLSP. Au cours de sa mise en œuvre, les mesures nécessaires seront prises pour éviter les doubles financements et les doubles emplois entre les activités couvertes. Avec la capacité administrative de la municipalité, les bénéficiaires du projet seront sélectionnés sur la base d’une liste de personnes fournie par le NSP Rhodopes et d’un mécanisme de sélection préécrit. La mise en œuvre des deux activités suivantes dans le cadre du projet, à savoir l’achat de produits alimentaires et la fourniture d’un déjeuner chaud, est prévue par l’attribution directe à un contractant conformément à la loi sur les marchés publics. Les aliments prêts à l’emploi seront obtenus de trois manières: dans les locaux de la requérante — pour les résidents de la ville de Kuklen; livraison dans les colonies — pour les résidents des villages municipaux; livraison sur place — pour les personnes difficiles à enlever. Il est prévu que la fourniture d’un déjeuner chaud débutera le 1er novembre 2016. Jusqu’à 50 utilisateurs des villes de Kuklen et Ruen seront couverts. À partir du 01.05.2017 60 utilisateurs seront couverts. La prestation du service doit avoir lieu dans un délai de 38 mois — les jours ouvrables. Au cours de la mise en œuvre du projet, des mesures d’accompagnement seront fournies aux utilisateurs. (French)

Das Projekt sieht die Bereitstellung eines warmen Mittagessens für Personen aus der Gemeinde Kuklen vor, die unter folgende Zielgruppen fallen: • Personen und Familien, die monatliche Unterstützung gemäß Artikel 9 der Durchführungsbestimmungen zum Sozialhilfegesetz erhalten; • Personen mit nachweislich fehlendem Einkommen und Verwandten, die von der zuständigen Direktion für Sozialhilfe eingerichtet wurden; Einsam lebende Personen und Familien, die Mindestrenten beziehen; bei Invalidität; Hinterbliebenenrenten; nicht erwerbsbezogene Renten; Die Projektaktivitäten werden bis zum 30.4.2016 fortgesetzt und erweitert. „Öffentlicher Speisesaal“ – Kuklen, finanziert durch den Sozialschutzfonds, MLSP. Während der Durchführung werden die erforderlichen Maßnahmen ergriffen, um Doppelfinanzierungen und Doppelarbeit der abgedeckten Tätigkeiten zu vermeiden. Mit der Verwaltungskapazität der Gemeinde werden die Begünstigten des Projekts auf der Grundlage einer Liste der vom NSP Rhodopes bereitgestellten Personen und eines vorschriftsmäßigen Auswahlverfahrens ausgewählt. Die Durchführung der beiden nächsten Maßnahmen im Rahmen des Projekts – der Kauf von Nahrungsmitteln und die Bereitstellung eines warmen Mittagessens – ist im Wege der direkten Vergabe an einen Auftragnehmer gemäß dem Gesetz über das öffentliche Auftragswesen vorgesehen. Die Fertignahrung wird auf drei Arten hergestellt: in den Räumlichkeiten des Antragstellers – für die Bewohner der Stadt Kuklen; Lieferung in Siedlungen – für Bewohner von städtischen Dörfern; Lieferung vor Ort – für schwer entfernbare Personen. Es ist vorgesehen, dass die Bereitstellung eines warmen Mittagessens ab dem 01.11.2016 beginnt. Bis zu 50 Nutzer aus den Städten Kuklen und Ruen werden abgedeckt. Ab 01.05.2017 werden 60 Nutzer abgedeckt. Die Erbringung des Dienstes soll innerhalb von 38 Monaten – an Werktagen – erfolgen. Während der Durchführung des Projekts werden den Nutzern begleitende Maßnahmen zur Verfügung gestellt. (German)
