Съществуващият модел на организация и функциониране на структурите на общата администрация се характеризира с високи разходи, разнородни практики и слаба координация в дейността. Проектът предвижда детайлен анализ на текущото съст. в областта на управл. на човешките ресурси, финансово-счетоводни дейности и ИТ дейности и разработване на модел, при който администрациите постепенно се освобождават от изпълнението на несвойствени дейности от общ и спомагателен характер, за да могат да се концентрират върху ключовите си функции. Цели се създ. на модел, при който едно звено или адм. предоставя споделени услуги на други адм.В рамките на проекта следва да бъдат разгледани разл. възможни подходи, като се избере най-подходящият орг. модел, с оглед спецификата на сферите и дейностите, за изпълн. на които ще се въвежда принципът на споделени услуги. Дейностите ще бъдат приоритизирани и ще бъде изготвена Пътна карта за въвеждане на споделени услуги.По отнош. на обектите с представителни и социални функции в държавната адм. ще бъде направен анализ и изготвени предложения за подобряване на модела на тяхното управл, с оглед възможностите за споделени услуги.По отношение на процесуалното представителство на администрацията ще бъде направен анализ и изготвени предложения за подобряване на текущото съст, с оглед възможностите за споделени услуги.С оглед въвеждане на принципа на споделените услуги, ще се наложат изменения и допълнения на действащата нормативна уредба. Предвидено е също така разработването на методологична рамка, която да позволи максимално ефективното използване на възможностите, които предоставят споделените услуги за оптимизиране на работата на администрацията, както и разработване и внедряване на механизъм за управление на промяната.В рамките на проекта ще бъдат създадени 2 звена за предоставяне на споделени услуги, както и ще бъде извършен текущ мониторинг на действието на модела, с оглед неговото мултиплициране впоследствие в други администрации. The existing model of organisation and functioning of the structures of the general administration is characterised by high costs, heterogeneous practices and poor coordination in the activity. The project provides for a detailed analysis of the current staff in the field of human resources management, financial and accounting activities and IT activities and the development of a model in which administrations are gradually exempted from the implementation of non-property activities of a general and ancillary nature in order to be able to concentrate on their key functions. The aim is to create a model in which one unit or administrative authority provides shared services to other administrative authorities.In the framework of the project, various possible approaches should be considered, choosing the most appropriate model, taking into account the specifics of the fields and activities to which the principle of shared services will be implemented. The activities will be prioritised and a Roadmap for introduction of shared services will be prepared. In relation to the sites with representative and social functions in the state administration, analysis and preparation of proposals for improvement of the model of their management will be made in view of the possibilities for shared services.In terms of legal representation of the administration will be analysed and prepared proposals for improvement of the current system, in view of the possibilities for shared services.In order to introduce the principle of shared services, amendments and additions to the current legal framework will be necessary. It is also envisaged to develop a methodological framework to maximise the efficiency of the opportunities offered by shared services to optimise the performance of the administration, as well as to develop and implement a change management mechanism.The project will set up 2 shared service delivery units and monitor the operation of the model on an ongoing basis, with a view to its subsequent multiplication in other administrations. Le modèle existant d’organisation et de fonctionnement des structures de l’administration générale se caractérise par des coûts élevés, des pratiques hétérogènes et une mauvaise coordination de l’activité. Le projet prévoit une analyse détaillée du personnel actuel dans le domaine de la gestion des ressources humaines, des activités financières et comptables et des activités informatiques et l’élaboration d’un modèle dans lequel les administrations sont progressivement exemptées de la mise en œuvre d’activités non patrimoniales de nature générale et accessoire afin de pouvoir se concentrer sur leurs fonctions clés. L’objectif est de créer un modèle dans lequel une unité ou une autorité administrative fournit des services partagés à d’autres autorités administratives.Dans le cadre du projet, il convient d’envisager diverses approches possibles, en choisissant le modèle le plus approprié, en tenant compte des spécificités des domaines et des activités auxquels le principe de services partagés sera mis en œuvre. Les activités seront hiérarchisées et une feuille de route pour l’introduction des services partagés sera préparée. En ce qui concerne les sites ayant des fonctions représentatives et sociales dans l’administration de l’État, l’analyse et la préparation de propositions d’amélioration du modèle de leur gestion seront faites en fonction des possibilités de services partagés.En termes de représentation juridique de l’administration seront analysées et préparées des propositions d’amélioration du système actuel, compte tenu des possibilités de services partagés.Pour introduire le principe des services partagés, des modifications et des ajouts au cadre juridique actuel seront nécessaires. Il est également envisagé de mettre au point un cadre méthodologique pour maximiser l’efficacité des possibilités offertes par les services partagés afin d’optimiser les performances de l’administration, ainsi que d’élaborer et de mettre en œuvre un mécanisme de gestion du changement.Le projet mettra en place deux unités de prestation de services partagés et assurera un suivi continu du fonctionnement du modèle, en vue de sa multiplication ultérieure dans d’autres administrations. Das bestehende Organisations- und Funktionsmodell der Strukturen der allgemeinen Verwaltung zeichnet sich durch hohe Kosten, heterogene Praktiken und eine schlechte Koordinierung der Tätigkeit aus. Das Projekt sieht eine detaillierte Analyse des derzeitigen Personals im Bereich Personalmanagement, Finanz- und Rechnungswesen sowie IT-Aktivitäten sowie die Entwicklung eines Modells vor, bei dem die Verwaltungen schrittweise von der Durchführung von allgemeinen und Nebentätigkeiten ohne Eigentumsrechte befreit sind, um sich auf ihre Schlüsselfunktionen konzentrieren zu können. Ziel ist die Schaffung eines Modells, in dem eine Einheit oder Verwaltungsbehörde gemeinsame Dienste für andere Verwaltungsbehörden erbringt.Im Rahmen des Projekts sollten verschiedene mögliche Ansätze in Betracht gezogen werden, wobei das am besten geeignete Modell unter Berücksichtigung der Besonderheiten der Bereiche und Tätigkeiten zu wählen ist, auf die der Grundsatz der gemeinsamen Dienste angewandt wird. In Bezug auf die Standorte mit repräsentativen und sozialen Funktionen in der staatlichen Verwaltung wird die Analyse und Ausarbeitung von Vorschlägen zur Verbesserung des Modells ihrer Verwaltung im Hinblick auf die Möglichkeiten für gemeinsame Dienste erstellt.Im Hinblick auf die rechtlichen Vertretung der Verwaltung werden analysiert und Vorschläge zur Verbesserung des derzeitigen Systems unter Berücksichtigung der Möglichkeiten für gemeinsame Dienste ausgearbeitet.Um den Grundsatz der gemeinsamen Dienste einzuführen, sind Änderungen und Ergänzungen des derzeitigen Rechtsrahmens erforderlich. Es ist auch vorgesehen, einen methodischen Rahmen zu entwickeln, um die Effizienz der Möglichkeiten der gemeinsamen Dienste zur Optimierung der Leistung der Verwaltung zu maximieren und einen Mechanismus für das Änderungsmanagement zu entwickeln und umzusetzen.Das Projekt wird zwei gemeinsame Dienstleistungserbringungseinheiten einrichten und die Funktionsweise des Modells laufend überwachen, um die anschließende Multiplikation in anderen Verwaltungen zu gewährleisten.
