Celem projektu jest zwiększenie możliwości zatrudnienia osób od 30 roku życia pozostających bez pracy zarejestrowanych w PUP, zakwalifikowanych do I lub profilu pomocy II w rozumieniu art. 33 ustawy z dnia 20 kwietnia 2004 r. o promocji zatrudnienia i instytucjach rynku pracy, w tym zwłaszcza osób znajdujących się w szczególnie trudnej sytuacji na rynku pracy tj.: a) kobiet, b) osób z niepełnosprawnościami, c) osób w wieku 50 lat i więcej, d) osób długotrwale bezrobotne, e) osób o niskich kwalifikacjach, f) osób posiadających co najmniej jedno dziecko do 6 roku życia lub co najmniej jedno dziecko niepełnosprawnościami do 18 roku życia, g) migrantów powrotnych i imigrantów. Dopuszcza się udział bezrobotnych mężczyzn w wieku od 30 do 49 lat, którzy nie należą do kategorii osób ujętych w pkt b) oraz d)-g), przy czym nie mogą oni stanowić więcej niż 20% bezrobotnych objętych wsparciem. Grupa ta może korzystać z form wsparcia z zastrzeżeniem, że udzielenie wsparcia ma prowadzić do podwyższenia lub nabycia nowych kwalifikacji czy kompetencji lub utrzymania i formalnego potwierdzenia kwalifikacji lub kompetencji uczestników projektów lub do rozpoczęcia prowadzenia działalności gospodarczej. Dla każdego z uczestników przedstawienie konkretnej oferty aktywizacji zawodowej poprzedzi analiza umiejętności, predyspozycji i problemów zawodowych danego uczestnika. Na tej podstawie PUP realizować będzie odpowiednio dobrane usługi i instrumenty rynku pracy, o których mowa w ustawie o promocji zatrudnienia i instytucjach rynku pracy. Projekt zakłada osiągnięcie kryterium efektywności zatrudnieniowej na poziomie: - dla osób w najtrudniejszej sytuacji, w tym imigranci, reemigranci, osoby w wieku 50 lat i więcej, kobiety, osoby z niepełnosprawnościami, osoby długotrwale bezrobotne, osoby z niskimi kwalifikacjami do poziomu ISCED 3 – minimum 42% - dla pozostałych osób nienależących do ww. grup – minimum 52%. The aim of the project is to increase the employability of persons from 30 years of age who are unemployed, registered in PUPs, qualified for I or an aid profile II within the meaning of Article 33 of the Act of 20 April 2004 on the promotion of employment and labour market institutions, including in particular those in particular vulnerable persons on the labour market, i.e.: women, (b) persons with disabilities, (c) persons aged 50 years and over, (d) long-term unemployed, e) low-skilled persons, (f) persons with at least one child under the age of 6 or at least one child with disabilities up to the age of 18, (g) return migrants and immigrants. The share of unemployed men aged 30 to 49 who do not belong to the categories of persons covered by points (b) and (d) to (g) shall be allowed, but shall not represent more than 20 % of the supported unemployed. This group may benefit from forms of support provided that the provision of support is intended to increase or acquire new qualifications or competences or maintain and formally confirm the qualifications or competences of project participants or start a business. For each participant, the presentation of a specific offer of professional activation will be preceded by an analysis of the skills, predispositions and professional problems of the participant concerned. On this basis, the PUP will implement appropriately selected labour market services and instruments referred to in the Act on the Promotion of Employment and Labour Market Institutions. The project aims to achieve the employment efficiency criterion at the level of: — for the most vulnerable, including immigrants, immigrants, people aged 50 and over, women, people with disabilities, long-term unemployed, low-skilled people up to ISCED 3 – at least 42 % – for other non-members – at least 52 %. L’objectif du projet est d’accroître les possibilités d’emploi des personnes âgées de 30 ans et plus qui sont sans emploi à l’OLP et qui sont éligibles au profil I ou à l’aide II au sens de l’article 33 de la loi du 20 avril 2004 relative à la promotion de l’emploi et des institutions du marché du travail, y compris, en particulier, celles qui se trouvent dans une situation particulièrement vulnérable sur le marché du travail, à savoir: les femmes, b) les personnes handicapées, c) les personnes âgées de 50 ans et plus, d) les chômeurs de longue durée, e) les personnes peu qualifiées, f) les personnes ayant au moins un enfant de moins de 6 ans ou au moins un enfant handicapé jusqu’à l’âge de 18 ans, g) les migrants de retour et les immigrants. La participation des chômeurs âgés de 30 à 49 ans qui ne relèvent pas des catégories de personnes visées aux points b) et d) à g) est autorisée, mais ne peut représenter plus de 20 % des chômeurs bénéficiant d’une aide. Ce groupe peut bénéficier de formes de soutien à condition que la fourniture d’un soutien soit destinée à conduire à une mise à niveau ou à l’acquisition d’une nouvelle qualification ou compétence, au maintien et à la confirmation formelle des qualifications ou des compétences des participants au projet ou au démarrage d’une entreprise. Pour chaque participant, la présentation d’une offre spécifique d’activation professionnelle sera précédée d’une analyse des compétences, aptitudes et problèmes professionnels du participant. Sur cette base, l’OLP mettra en œuvre des services et des instruments du marché du travail sélectionnés de manière appropriée, visés dans la loi sur la promotion de l’emploi et des institutions du marché du travail. Le projet suppose la réalisation du critère de l’efficacité de l’emploi au niveau: pour les plus vulnérables, y compris les immigrants, les remigrants, les personnes âgées de 50 ans et plus, les femmes, les personnes handicapées, les chômeurs de longue durée, les personnes peu qualifiées jusqu’à la CITE 3 — un minimum de 42 % — pour les autres personnes ne faisant pas partie de ces groupes, un minimum de 52 %.
