С настоящия проект се цели подобряване качеството на живот и на достъпа до услуги за социално включване на хора с увреждания и хора над 65 г. в невъзможност за самообслужване, чрез преодоляване на последиците от социалното им изключване и бедност. С реализирането на проекта ще се надгради дейността на Звеното за услуги в домашна среда към Домашен социален патронаж - Първомай, създаден по схема „Помощ в дома” за почасово предоставяне на социални услуги в домашна среда. В проекта е предвидено услугите да се предоставят в рамките на 18 месеца и да обхванат минимум 62 потребители. Предоставяне на услуги в домашна среда ще се извършва от 5 социални и 22 лични асистента, 14 домашни помощника, социален работник, медицинска сестра и психолог. Предвидено е предоставянето и на психологически, социални и здравни услуги, които заедно с услугите личен/социален асистент и домашен помощник ще оформят един комплекс от интегрирани услуги за хората с невъзможност за самообслужване и за хората с увреждане и ще се съчетаят комплексни действия в посока осигуряване на дългосрочна грижа. При изготвянето на индивидуални оценки на потребностите ще се спазват хоризонталните принципи за равни възможности и недопускане на дискриминация, равенство между половете. Предвид интегрирания и иновативен характер на услугите в този проект ще се направи нова оценка на лицата от целевата група, които са били оценени по операция „Нови алтернативи”. Подобряване качеството на услугата ще бъде постигнато чрез реализирането на дейностите за подкрепа на потребителите и на персонала.Водещи принципи при изпълнението на дейностите ще е поставянето в „центъра“ нуждите и потребностите на „отделния човек” и осигуряване на интегриран достъп до здравни, социални и други услуги, според специфичните потребности на човека в неравностойно положение, предвид индивидуалната му оценка.Дейностите в проекта са организирани по начин, който гарантира ефикасно и ефективно използване на финансовите и човешките ресурси. This project aims at improving the quality of life and access to social inclusion services for people with disabilities and people over 65 years of age, incapable of self-service, by overcoming the consequences of their social exclusion and poverty. The implementation of the project will build on the activities of the Service Unit in Home Environment at Domestic Social Patronage — Parvomay, created under the scheme “Home help” for hourly provision of social services in a home environment. The project provides for services to be provided within 18 months and to cover a minimum of 62 users. Provision of services in a home environment will be carried out by 5 social and 22 personal assistants, 14 domestic assistants, a social worker, a nurse and a psychologist. The provision of psychological, social and health services is also envisaged, which together with the services a personal/social assistant and a home assistant will form a complex of integrated services for people with inability to self-service and for people with disabilities and will combine complex actions towards providing long-term care. Individual needs assessments will respect the horizontal principles of equal opportunities and non-discrimination, gender equality. Given the integrated and innovative nature of the services, this project will reassess the targeted persons who have been assessed under Operation New Alternatives. Improving the quality of the service will be achieved through the implementation of support activities for users and staff. Leading principles in the implementation of the activities will be placing in the “center” the needs and needs of the “individual person” and providing integrated access to health, social and other services, according to the specific needs of the disadvantaged person, taking into account their individual assessment.The activities of the project are organised in a way that ensures efficient and effective use of financial and human resources.
