Проектното предложение на Община Пловдив като допустим кандидат по процедура "Разработване/актуализация на общинските програми за качеството на атмосферния въздух" обхваща Разработване на програма за подобряване на КАВ на територията на Община Пловдив и План за действие за периода 2018 - 2023 г. Разработката ще бъде възложена на външен изпълнител, притежаващ експертния потенциал за извършване на дейностите съгласно Насоките за кандидатстване: Оценка на наличната информация, отнасяща се до процеса на оценка и управление на КАВ в Община Пловдив; Набиране и анализ на необходимата допълн. информация; Комплексна оценка на КАВ на територията на общината; Анализ на причините за превишаване на нормите на четирите замърсителя, а именно ФПЧ10, ФПЧ2,5, NO2 и ПАВ; Анализ на вече прилаганите мерки за подобряване на КАВ, дисперсионно моделиране на разпространението на замърсяването и приноса на отделните източници на емисии, извършено за базовата 2016 г., вкл. анализ на резултатите от моделирането; Формулиране на мерки и/или проекти за подобряване на КАВ в краткосрочна, средносрочна и дългосрочна перспектива; Прогнозно моделиране на въздействието на мерките върху нивата на четирите замърсители за междинната и целевата (крайната) година въз основа на разработения сценарий за постигане на нормите;Количествени показатели за въздействие на бъдещите мерки и/или проекти върху нивата на замърсителите - намаление на годишните емисии в резултат на приложената мярка; Прогнозни разходи и източници на финансиране за реализация на мерките от плана за действие. Изготвеният предварителен вариант ще бъде съгласуван с РИОСВ, заинтересованите лица и екологични организации.За програмата ще бъде приложена процедурата по Глава VІ от ЗООС и/или по чл.31 от ЗБР. За организацията и управлението на проекта ще бъде сформиран екип, назначен със Заповед на Кмета на Община Пловдив. The project proposal of the Municipality of Plovdiv as an eligible candidate under the procedure “Development/update of municipal programmes for ambient air quality” covers the development of a programme for improvement of AAQ on the territory of the Municipality of Plovdiv and an Action Plan for the period 2018-2023. The development will be outsourced to an external contractor possessing the expert potential for carrying out the activities in accordance with the Guidelines for Applicants: Assessment of the available information relating to the process of assessment and management of AAQ in the Municipality of Plovdiv; Collecting and analysing the necessary additional information; Comprehensive assessment of AAQ on the territory of the municipality; Analysis of the causes of exceedances of the four pollutants, namely PM10, PM2,5, NO2 and PAHs; Analysis of measures already in place to improve AAQ, dispersion modelling of pollution prevalence and contribution of individual emission sources carried out for base year 2016, including analysis of modelling results; Formulation of measures and/or projects to improve AAQ in the short, medium and long term; Predictive modelling of the impact of measures on the levels of the four pollutants for the intermediate and target (end) year based on the scenario developed to achieve the standards;Quantity indicators of impact of future measures and/or projects on pollutant levels — annual emission reductions resulting from the implemented measure; Estimated costs and sources of funding for implementing the action plan measures. The preliminary version prepared will be agreed with the RIOSV, stakeholders and environmental organisations. The procedure set out in Chapter VI of the ZOOS and/or Article 31 of the ZBR will be applied for the programme. For the organisation and management of the project, a team will be formed, appointed by Order of the Mayor of Plovdiv Municipality. The information and communication requirements under the Applicant’s Guidelines will be applied. (English)
