A project proposal provides for the development of an Ambient Air Quality (AQQ) Programme. In this regard, it will be carried out:- gathering the available information relating to the AAQ assessment and management process;- a study and analysis of the completeness of the available information; — if necessary, collect and analyse the necessary additional information relating to the evaluation and management of AAQ;- comprehensive assessment of AAQs in the municipality for evaluation and management; — analysis of the causes of exceedances of AAQ standards;- analysis of already planned and/or implemented measures to improve AAQ;- dispersion modelling of pollution prevalence and contribution of individual emission sources carried out for the base year, including analysis of modelling results; — formulation of measures and/or projects to improve AAQs in the short, medium and long-term perspective;- predictive modelling of the impact of measures on pollutant levels (PM10) for the respective target (end) year of the programme, based on the scenario developed to achieve the norms;- predictive modelling of the impact of measures on pollutant levels (PM10) for an intermediate year, in the case of programmes with an action plan greater than or equal to five years;- quantitative indicators of the impact of future measures on pollutant levels/annual emission reduction as a result of the implemented measure (tonne/year); estimated costs and sources of funding for the implementation of the measures in the action plan of the programme;- preparation of a preliminary version of the AAQ programmes and coordination with the respective RIOSV, stakeholders and environmental organisations or movements;- preparation of the final version of the AAQ programmes. Проектно предложение предвижда разработването на Програма за подобряване качеството на атмосферния въздух (КАВ). В тази връзка ще бъде извършено:- набиране на наличната информация, отнасяща се до процеса на оценка и управление на КАВ;- проучване и анализ на пълнотата на наличната информация; - при необходимост, набиране и анализ на необходимата допълнителна информация, отнасяща се до оценката и управлението на КАВ;- комплексна оценка на КАВ в общината за оценка и управление; - анализ на причините за превишаване на нормите за КАВ;- анализ на вече планираните и/или прилагани мерки за подобряване на КАВ;- дисперсионно моделиране на разпространението на замърсяването и приноса на отделните източници на емисии, извършено за базовата година, включително анализ на резултатите от моделирането; - формулиране на мерки и/или проекти за подобряване на КАВ в краткосрочна, средно срочна и дългосрочна перспектива;- прогнозно моделиране на въздействието на мерките върху нивата на замърсителите (ФПЧ10) за съответната целева (крайна) година на програмата, въз основа на разработения сценарий за постигане на нормите;- прогнозно моделиране на въздействието на мерките върху нивата на замърсителите (ФПЧ10) за междинна година, при програми с план за действие по-голям или равен на пет години;- количествени показатели за въздействието на бъдещите мерки върху нивата на замърсителите /намаление на годишните емисии в резултат на приложената мярка (тона/година);- прогнозни разходи и източници на финансиране за реализация на мерките в плана за действие към програмата;- изготвяне на предварителен вариант на програмите за КАВ и съгласуване със съответната РИОСВ, заинтересованите лица и екологични организации или движения;- изготвяне на окончателен вариант на програмите за КАВ.Предложението включва и съпътстващи дейности като управление на проекта, публичност, екол. процедури.
