The project proposal foresees to complement and develop the successfully created services for early childhood development in Shumen under the Project for Social Inclusion, funded by the International Bank for Reconstruction and Development through the establishment and operation of the Centre for Early Childhood Development. Target groups under the project are children from 0 to 7 years at risk and their families; families with children from 0 to 7 years, including disabled children, as well as children from 0 to 7 years old, including with disabilities, placed in specialised institutions and their families. The project provides for the formation of a Project Management Team, which will organise, coordinate, implement, control and report on the project activities to achieve the objectives set. The project management team will consist of a Manager, Accountant and Coordinator, each of whom has clearly defined responsibilities. In order to achieve the objectives of the project proposal, professional services will be provided for early intervention of the disability, direct work with children with disabilities and their parents, including rehabilitation and counselling activities, training, mobile work with the child in his or her home. Individual pedagogical support for children with disabilities will be provided. An important part of the activities of the project will be the creation of a group for consulting the process of providing the services, in which the team will be involved on a voluntary basis professionals in different fields of activity. This will create a network for integrated early childhood development services and the services foreseen in the project will be provided in coordination with other community services developed in Shumen municipality for children from 0 to 7 years at risk and their families. Information and publicity activities will be carried out throughout the project period in order to promote the possibilities of using the services and to inform the public about the EU’s financial contribution. Проектното предложение предвижда да се допълнят и развият успешно създадените в гр. Шумен услуги за ранно детско развитие по Проекта за социално включване, финансиран от Международната банка за възстановяване и развитие чрез създаване и функциониране на Център за ранно детско развитие. Целеви групи по проекта са деца от 0 до 7 години в риск и техните семейства; семейства с деца от 0 до 7 години, включително с увреждания, както и деца от 0 до 7 години, включително с увреждания, настанени в специализирани институции и техните семейства. Проектът предвижда сформиране на Екип за управление на проекта, който ще организира, координира, изпълнява, контролира и отчита дейностите по проекта за постигане на заложените цели. Екипът за управление на проекта ще се състои от Ръководител, счетоводител и координатор, всеки от които има ясно определени отговорности.За постигане целите на проектното предложение, ще се предоставят професионални услуги за ранна интервенция на уврежданията, пряка работа с децата с увреждания и техните родители, включително рехабилитация и дейности за консултиране, обучение, мобилна работа с детето в неговия дом. Ще се оказва индивидуална педагогическа подкрепа за деца с увреждания. Проектът предвижда осигуряване на транспорт с цел достъп до услугите и мобилна работа на екипите.Важна част от дейностите на проекта ще бъде създаването на група за консултиране процеса на предоставяне на услугите, в чийто състав ще бъдат включени на доброволен принцип професионалисти в различни сфери на дейност. По този начин ще се създаде мрежа за интегрирани услуги за ранно детско развитие и услугите, предвидени в проекта, ще се предоставят в координация с други развити в община Шумен услуги в общността за деца от 0 до 7 години в риск и техните семейства. През целия период на проекта ще се извършват дейности по информиране и публичност с цел популяризиране възможностите за ползване на услугите и информиране на обществеността за финансовия принос на ЕС.
