This project proposal represents the second phase of the project “Integrated Water Cycle for the City of Shumen — Phase II” and includes two sub-sites whose implementation has started under OP Environment 2007-2013, but due to objective circumstances it could not end in the 2007-2013 programming period. The projects to be financed under phase II of the project are as follows: LOT 1: Construction of a biological step with nitrogen and phosphorus removal for WWTP 3: Construction of Divdiadovo with pressure manifold in phase II of the project, within LOT 1 it is expected to implement the construction activities of the following sites:-Dewatering of sludge with chamber filter press — Administrative-laboratory building — Vertical planning, landscaping-Electro and SCADA — Square communications and roads, replacement of lead water supply and installation of the following machinery equipment for VRA and biological laboratory. The installation of machinery delivered during phase I will be carried out. In phase II of the project, the following activities will be carried out within LOT 3:-Construction activities and supplies in connection with the implementation of a leading collector to the KPS-Divdyadovo, casting channel, rain overflow — Supply and installation of equipment under part Heating and ventilation of KPS — Activities under part Vertical planning, Landscaping, External power supply — Road works — Strengthening of irrigation canal, etc. In the second phase as eligible activities are provided for construction supervision and author’s supervision. In addition, the implementation of information and publicity activities, separation of PIUs, activities related to support for project management and audit are foreseen. The above activities will be at the expense of the beneficiary. As a result of phase II, improvement of the quality of life of the population on the territory of Shumen, overcoming the health and environmental risks and providing quality environmental services to citizens as a main target group will be achieved. Настоящето проектно предложение представлява II фаза на проект „Интегриран воден цикъл за град Шумен – II етап“ и включва два подобекта,чиято реализация е започнала в рамките на ОПОС 2007-2013,но поради обективни обстоятелства,не е могла да приключи през програмния период 2007-2013г.Подобектите,които ще бъдат финансирани в рамките на II фаза на проекта са следните:ЛОТ 1: Изграждане на биологично стъпало с отстраняване на азот и фосфор за ПСОВЛОТ 3: Изграждане на КПС Дивдядово с напорен колекторПрез II фаза на проекта,в рамките на ЛОТ 1 се очаква да се реализират строителните дейности на следните обекти:-Обезводняване на утайките с камерна филтърпреса-Административно-лабораторна сграда-Вертикална планировка,озеленяване-Електро и SCADA-Площадкови комуникации и пътища,подмяна на довеждащ водопровод Предстои доставка и монтаж на следното машинно оборудване за ВРУ и биологична лаборатория.Ще бъде осъществен монтаж на машинно оборудване, доставено през I фаза.През II фаза на проекта, в рамките на ЛОТ 3 ще бъдат реализирани следните дейности:-Строителни дейности и доставки във връзка с изпълнение на довеждащ колектор до КПС–Дивдядово,Отливен канал, Дъждопреливник -Доставка и монтаж на оборудване по част Отопление и вентилация на КПС-Дейности по част Вертикална планировка, Озеленяване, Външно ел.захранване -Пътни работи-Укрепване на напоителен канал и др.Във II фаза като допустими дейности са предвидени осъществяване на строителен надзор и авторски надзор.В допълнение, се предвижда изпълнение на дейности по информация и публичност,обособяване на ЗИП,дейности във връзка с подкрепа за управление на проекта и одит. Горепосочените дейности ще бъдат за сметка на бенефициента.В резултат на II фаза ще бъде постигнато подобряване на качеството на живот на населението на територията на гр.Шумен, преодоляване на здравно-екологичните рискове и предоставянето на качествени екологични услуги на гражданите, като основна целева група.
