The project “Providing quality education through modernisation of LUG Dobrudzha” will start with the preparation of investment projects — technical phase for the following sites: building a school body, workshop and building dormitory. The technical projects will be prepared in accordance with the Spatial Planning Act, Ordinance No 4 on the scope and content of investment projects. The projects will be duly coordinated with all operating companies and other coordinating bodies under the current legal framework. On the basis of the technical designs of the buildings, construction works will be carried out including: implementation of an effective package of energy-saving measures — thermal insulation of roofs, replacement of joinery, thermal insulation of external walls, construction of a new building — boiler for operation of natural gas. The installation of EE lighting fixtures and lamps and the internal repair will provide a favorable and aesthetic environment for conducting a learning process. As an accompanying activity for the complete completion of the measure, the existing drainage pipes and gutters will be replaced with new as well as lightning installations. With the implementation of the technical projects, all necessary measures will be put in place to ensure an accessible built environment for students, including people with disabilities. For the full functioning of the LPG Dobrudzha — the training body, the workshop and the dormitory and in connection with the provision of a suitable environment for coziness and quality educational process, it is envisaged that the buildings will be furnished and equipment will be delivered in them. By implementing the project, Silistra Municipality will direct forces to implement the investment priority of the procedure, namely “Investments in education, training, including vocational training for skills acquisition and lifelong learning through the construction of educational and training infrastructure”. Проект „Предоставяне на качествено образование чрез модернизиране на ПЗГ ,,Добруджа” ще стартира с изготвяне на инвестиционни проекти – фаза технически за следните обекти: сграда учебен корпус, работилница и сграда общежитие. Техническите проекти ще бъде изготвени съгласно Закона за устройство на територията, Наредба № 4 за обхвата и съдържанието на инвестиционните проекти. Проектите ще бъдат надлежно съгласувани с всички експлоатационни дружества и други съгласувателни органи съгласно действащата нормативна уредба. Въз основа на изготвените технически проекти на сградите ще бъдат изпълнени строителни дейности включващи: прилагане на ефективен пакет от енергоспестяващи мерки- топлинно изолиране на покриви, подмяна на дограма, топлоизолация на външни стени, изграждане нова сграда - котелно за работа на природен газ. Монтирането на ЕЕ осветителни тела и лампи и вътрешният ремонт ще се осигурят благоприятна и естетическа среда за водене на учебен процес.Като съпътстваща дейност за цялостно завършване на мярката ще бъдат подменени съществуващите водосточни тръби и олуци с нови както и гръмоотводната инсталация. С реализиране на техническите проекти ще бъдат приведени всички необходими мерки за осигуряване на достъпна архитектурна среда за учениците, включително и за хора с увреждания. За пълноценното функциониране на ПЗГ ,,Добруджа”- учебния корпус, работилницата и общежитието и във връзка с осигуряване на подходяща среда за уют и качествен образователен процес се предвижда сградите да бъдат обзаведени и в тях да бъде доставено оборудване. С реализиране на проекта община Силистра ще насочи сили за изпълнение на инвестиционния приоритет на процедурата, а именно ,,Инвестиции в образованието, обучението, включително професионалното обучение за придобиване на умения и учението през целия живот посредством изграждането на образователна инфраструктура и на инфраструктура за обучение”.
