This project proposal is under the procedure “Re-cultivation of the PEPE FOR REQUESTMENT, SUBMITTED TO THE PROCEDURE OF THE EU GOVERNMENT IN CASE C-145/14” under OP Environment 2014-2020. Technical reclamation of a landfill for household waste in the town of Dimovo will be carried out through the execution of construction and installation activities. The municipal landfill subject to recultivation does not comply with the requirements of Regulation No 6 on the conditions and requirements for the construction and operation of landfills and other facilities and installations for the recovery and disposal of waste. Its operation was suspended by Order No 206/14.08.2015 of the Director of the Montana RIOSV. The reclamation will be carried out in 3 stages — Stage 1 — Cleaning of vegetation and release of waste areas outside the landfill and construction of a temporary route for access to the landfill, stage 2 — Vertical planning, alignment and re-routing and stage 3 — construction of an upper insulation screen and reclamation of the exempted land. The project will carry out activities related to conformity assessment of the investment project and construction supervision, information and publicity and project management. For the successful implementation of the project, the Beneficiary will conduct procedures, in accordance with the requirements of the Public Procurement Act for the selection of contractors for the activities of the project, will participate with its representatives in the project team and will monitor the strict implementation of the planned activities. As a result of the implementation of the project, a plot of 8,919 decares will be recultivated, with a body area for technical reclamation of 7613 decares. Limit littering and improve environmental parameters. The conditions for good subsequent biological reclamation and restoration of the landscape will be created. The implementation of the project will contribute to the fulfilment of Bulgaria’s obligations under proceedings for infringement of EU law in connection with the judgment of the Court of Justice of 16 July 2015 in Case C-145/14. Настоящото проектно предложение е по процедура „РЕКУЛТИВАЦИЯ НА ДЕПА ЗА ЗАКРИВАНЕ, ПРЕДМЕТ НА ПРОЦЕДУРА ПО НАРУШЕНИЕ НА ПРАВОТО НА ЕС ПО ДЕЛО С-145/14“ по ПО2 на ОПОС 2014-2020. Чрез изпълнение на строително-монтажи дейности ще бъде изпълнена техническа рекултивация на депо за битови отпадъци в гр. Димово. Общинското депо, предмет на рекултивация, не отговаря на изискванията на Наредба №6 за условията и изискванията за изграждане и експлоатация на депа и др. съоръжения и инсталации за оползотворяване и обезвреждане на отпадъци. Неговата експлоатацията е преустановена със заповед №206/14.08.2015г. на Директора на РИОСВ - гр. Монтана. Рекултивацията ще се извърши в 3 етапа - Етап 1 - Почистване от растителност и освобождаване на площи от отпадъци извън сметищното тяло и изграждане на временен път за достъп до сметището, етап 2 - Вертикална планировка, подравняване и преоткосиране и етап 3 - изграждане на горен изолационен екран и рекултивация на освободените от отпадъци, терени. В рамките на проекта ще бъдат изпълнени дейности по оценка на съответствието на инвестиционния проект и строителен надзор, информация и публичност и управлението на проекта. За успешното изпълнение на проекта Бенефициентът ще проведе процедури, съгласно изискванията на ЗОП за избор на изпълнители по дейностите на проекта, ще участва със свои представители в екипа на проекта и ще контролира стриктното изпълнение на заложените дейности. В резултат от изпълнението на проекта ще бъде рекултивиран терен от 8,919 дка, с площ на тялото за техническа рекултивация от 7613 дка. Ще се ограничи нерегламентираното изхвърляне на отпадъци и ще се подобрят параметрите на околната среда. Ще се създадат условия за добра последваща биологична рекултивация и възстановяване на ландшафта. Реализирането на проекта ще допринесе за изпълнение на задълженията на РБългария по процедура по нарушение на правото на ЕС във връзка с постановеното Решение на Съда на ЕС от 16.07.2015 г. по дело С-145/14.
