The aim of the project proposal is to provide a warm lunch to the target group: persons receiving monthly support under the terms and conditions of Article 9 of the PPPA and lonely living persons and families, and persons with a proven lack of income and relatives to take care of them on the territory of the municipality.The activities of the project will build on and expand the scope of the current “House of Social Patronage”, and during its implementation the necessary measures will be taken to avoid double funding and duplication of covered activities. A team, formed by order of the mayor to define the main target groups — beneficiaries of the project on the basis of the lists received from DS “Karlovo” and a pre-established selection mechanism. For the purchase of food products and provision of a warm lunch is provided for direct award to a contractor in accordance with the Public Procurement Act. The finished food will be delivered to designated points in the settlements of Karlovo Municipality. The qualified consumers will receive the warm lunch. The hot lunch provided will be prepared by the contractor company under direct control of Karlovo Municipality — the requirements for food safety, national standards and nutrition standards and the requirement to contribute to the balanced diet. The provision of a warm lunch is scheduled to start from 17.10.2016 and will be covered up to 268 users from the municipality by 31.05.2017 May 2017 in working days of the months; and up to 400 from 01.06.2017-07.07.2017; Up to 650 users from 10.07.2017-01.08.2018; 400 users from 02.08.2018-31.12.2019 In this project proposal are provided monthly consultations on opportunities for use of other social services, use of administrative municipal services and support to the needs and problems of representatives of the target group of employees of Karlovo Municipality and will be implemented throughout the period of implementation of the activity “Providing a warm lunch”. Целта на проектното предложение е да се предостави топъл обяд на лица от целевата група: лица на месечно подпомагане по реда и условията на чл.9 от ППЗСП и самотно живеещите лица и семейства, и лица с доказана липса на доходи и близки, които да се грижат за тях на територията на общината.Дейностите по проекта ще надградят и разширят обхвата на действащия "Домашен социален патронаж", като по време на изпълнението му ще бъдат взети необходимите мерки за избягване на двойно финансиране и дублиране на обхванатите дейности. Предвижда се екип, сформиран със заповед на кмета да дефинира основните целеви групи - бенефициенти по проекта въз основа на получени списъци от Д "СП" гр.Карлово и предварително изготвен механизъм за подбор.За закупуване на хранителните продукти и предоставяне на топъл обяд е предвидено директно възлагане на изпълнител съгласно Закона за обществени поръчки. Готовата храна ще се доставя до определени за това пунктове в населените места на община Карлово.Класираните потребители ще получават топлия обяд.Предоставеният топъл обяд ще се приготвя от фирмата изпълнител под пряк контрол от страна на община Карлово -изискванията за безопасност на храните, националните стандарти и норми за хранене и изискването за принос към балансирания режим на хранене. Предоставянето на топъл обяд се предвижда да стартира от 17.10.2016 г., като ще бъдат обхванати до 268 потребители от общината в рамките до 31.05.2017 май 2017 г в работни дни от месеците; и до 400 бр от 01.06.2017г-07.07.2017 г; До 650 бр потребители от 10.07.2017 - 01.08.2018 г; 400 бр. потребители от 02.08.2018 г - 31.12.2019 г.В настоящото проектно предложение са заложени ежемесечни консултации за възможности за ползване на други социални услуги, ползване на административни общински услуги и подкрепа при нужди и проблеми на представители на целевата група от служители на община Карлово и ще се реализира през целия период на изпълнение на дейността "Осигуряване на топъл обяд".
