With this project proposal, the Municipality of Vratsa will have the opportunity to continue the activities of providing a warm lunch in the years 2016 to 2020. The implementation of the project from 01.01.2021 to 10.12.2021 will contribute to the overall objective of the operation, which is in line with the basic principles of the European Pillar of Social Rights, where the operation is planned in response to the COVID-19 pandemic in the country and provides support to satisfy the basic food needs of the people in need of social protection to the highest extent. To this end, the following activities will be implemented: 1. Identification of target groups; 2. Preparation of a warm lunch; 3. Providing a warm lunch; 4. Implementation of accompanying measures. The preparation of the food will take place in two of the canteens in the city of Vratsa and, given the containment measures in place, food will be supplied to consumers’ homes packed in one-off boxes. This procedure will cover 200 persons eligible under the project. A project management team will be set up to carry out activities to avoid double funding, provision of ancillary services, quality project implementation and other activities that will contribute to reaching out to the most deprived and providing the support they need to lead a normal lifestyle in the COVID 19 pandemic. С настоящото проектно предложение Община Враца ще има възможността да продължи дейностите по предоставянето на топъл обяд през годините от 2016 до 2020 г. С реализирането на проекта от 01.01.2021 г. до 10.12.2021 г. ще се допринесе за постигането на общата цел на операцията, която е в съответствие с основните принципи на Европейския стълб на социалните права, при което операцията е планирана в отговор на пандемията от COVID-19 в страната и осигурява подкрепа за задоволяване на базовата нужда от храна на хората, които се нуждаят от социална закрила в най-висока степен. За тази цел за изпълнение ще са заложени следните дейности: 1. Определяне на целевите групи; 2. Приготвяне на топъл обяд; 3. Предоставяне на топъл обяд; 4. Реализиране на съпътстващи мерки. Приготвянето на храната ще се осъществява в два от столовете в град Враца, като предвид въведените противоепидемични мерки, храна ще се предоставя в домовете на потребителите, опакована в еднократни кутии. По настоящата процедура ще се обхванат 200 лица, отговарящи на условията по проекта. Ще се създаде екип за управление на проекта, който ще реализира дейности по недопускане на двойно финансиране, предоставяне на съпътстващи услуги, качествено изпълнение на проекта и други дейности, които ще допринесът за обхващането на най-нуждаещите се лица и оказване на необходимата им подкрепа за водене на нормален начин на живот в условия на пандемията от COVID 19.
