This project proposal adheres to some of the main objectives of the EU’s Europe 2020 strategy, namely combating poverty, promoting social inclusion and ensuring higher employment. The project foresees the objectives to be achieved through the creation of a social enterprise at the Municipality of Pirdop, in which representatives of socially vulnerable groups will be included. The main services to be provided by the company are related to the maintenance, cleaning and preservation of the grasslands on the territory of the municipality. Social enterprise, as an essential element of the social economy, makes it possible to solve major problems existing and inherent in any market economy, including ours. In general, these problems relate to the impossibility of working for people with disabilities, people with low education, people from marginalised groups and other representatives of socially vulnerable groups. Due to the risks of social exclusion and exclusion faced by disadvantaged people, problems such as lack of good education, poor health and others for the above mentioned groups, social economy instruments are a serious chance for a better life, and often the only one. The project aims at solving the labour market problems of two of the main target groups — “people with disabilities” and “disadvantaged people on the labour market and other socially excluded persons”. Taking into account the problems and needs inherent in the target groups, the project aims to create the right conditions for the full functioning of the social enterprise by purchasing the necessary equipment, providing advice and professional advice, introducing into the work process with the help of mentors, etc. All measures and actions recorded in the project proposal follow the Municipal Development Plan of Pirdop Municipality 2014-2020. Настоящето проектно предложение се придържа към някои от основните цели на стратегията на ЕС „Европа 2020”, а именно борбата с бедността, насърчаването на социалното включване и осигуряването на по-висока заетост. Проектът предвижда целите да бъдат постигнати, чрез създаването на социално предприятие към Община Пирдоп, в което да бъдат включени представители на социално уязвими групи. Основните услуги, които предприятието ще предоставя са свързани с поддържане, почистване и опазване на тревните площи на територията на общината. Социалното предприятие, като основен елемент на социалната икономика позволява да се разрешат основни проблеми съществуващи и свойствени за всяка пазарна икономика в т.ч. и нашата. В най-общи линии тези проблеми са свързани с невъзможността за професионална реализация на хора с увреждания, хора с ниско образование, хора от маргинализирани групи и други представители на социално уязвимите в обществото групи. Поради рисковете от социално изключване и изолация, на които са изложени лицата в неравностойно положение, поради наличието на проблеми, като липса на добро образование, влошено здравословно състояние и други за гореизброените групи, инструментите на социалната икономика са сериозен шанс за по-добър живот, а често и единствен. Проектът е насочен към решаване на проблемите с реализацията на трудовия пазар на две от основните целеви групи - "хора с увреждания" и "лица в неравностойно положение на пазара на труда и други социално изключени лица". Отчитайки проблемите и потребностите свойствени за целевите групи, проектът цели да създаде и подходящите условия за пълноценното функциониране на социалното предприятие, посредством закупуване на необходимото оборудване, предоставяне на консултации и професионално съвети, въвеждане в работния процес с помощта на наставници и др.
