Project proposal aims to improve the administrative capacity of Peshtera Municipality through participation in specialised training and 2 conferences in the field of energy efficiency of buildings of municipal employees, representatives of the units for preparation and implementation of projects under procedure BG16RFOP001-2.001 “Energy efficiency in peripheral regions”, Priority axis 2 “Support for energy efficiency in support centres in peripheral regions” of OPRG 2014-2020. To achieve this, the employees participating in the units for preparation and implementation of the projects under the above procedure will be divided into two groups and each of them will take part in a conference in countries of northern and central Europe; all employees in the units will participate in one general training in the Republic of Bulgaria. The measures envisaged in the project to increase the administrative capacity of these employees — participation in training, in two conferences, including the absorption of good practices, participation in discussions, on-site monitoring, visit to a technical exhibition, are aimed at improving the quality and efficiency of implementation, management, monitoring, reporting of projects under procedure BG16RFOP001-2.001 “Energy efficiency in peripheral areas”, priority axis 2 “Support for energy efficiency in support centres in peripheral regions” of OPRG 2014-2020.The expected results of the implementation of the measures under the project are: successfully trained municipal officials involved in the described units for project preparation and implementation; increased knowledge of these staff in the field of energy efficiency in buildings, monitoring and management of the process of implementation of energy efficiency and accounting measures; improved awareness of sustainable and green construction and renovation; good European practices for modernisation and reconstruction of existing buildings, sustainable construction and reconstruction, green public procurement; learning European experience in applied solutions and innovative methods. Проектно предложение цели да подобри административния капацитет на Община Пещера чрез участие в специализирано обучение и 2 конференции в областта на енергийната ефективност на сгради на служители на общината, представители на звената за подготовка и изпълнение на проекти по процедура BG16RFOP001-2.001 „Енергийна ефективност в периферните райони”, Приоритетна ос 2 „Подкрепа за енергийна ефективност в опорни центрове в периферните райони“ на ОПРР 2014-2020 г. За осъществяване на целта служителите, участващи в звената за подготовка и изпълнение на проектите по горепосочената процедура ще бъдат разделени в две групи и всяка от тях ще вземе участие в конференция в страни от Северна и Централна Европа; всички служители в звената ще участват в едно общо обучение в Р.България.Предвидените мерки в проекта за повишаване на административния капацитет на тези служители- участие в обучение, в две конференции, включително усвояване на добри практики,участие в дискусии, наблюдение на място, посещение на техническо изложение, са насочени към подобряване на качеството и ефективността на изпълнение, управление, мониторинг, отчитане на проектите по процедура BG16RFOP001-2.001 „Енергийна ефективност в периферните райони”, Приоритетна ос 2 „Подкрепа за енергийна ефективност в опорни центрове в периферните райони“ на ОПРР 2014-2020 г.Очакваните резултати от осъществяването на мерките по проекта са:успешно обучени общински служители, участващи в описаните звена за подготовка и изпълнение на проектите; повишени знания на тези служителите в областта на енергийна ефективност в сградите, мониторинг и управление на процеса на внедряване на мерки за енергийна ефективност и отчитане; подобрена информираност за устойчивото и зелено строителство и обновяване; усвоени добри европейски практики за модернизация и реконструкция на съществуващи сгради, устойчиво строителство и реконструкция, зелени обществени поръчки; усвоен европейски опит за приложени решения и иновативни методи.
