Предмет на проектното предложение е изпълнение на мерки за повишаване на енергийната ефективност на 4 обществени сгради с административно предназначение на територията на гр. Карнобат - общинска администрация, бул. "България" №12, общинска администрация, бул. "България" №11, общинска администрация, ул. "Граф Игнатиев" №2 и административна сграда, Промишлена зона "Север”. Проектът цели намаляване на крайното енергийно потребление, постигане на рентабилна експлоатация на обществените сгради, модернизация на публичната инфраструктура и по-добро качество на предлаганите административни и допълнителни услуги.
