The project responds to the needs for ensuring an appropriate training environment for Bulgarian magistrates and other persons working in the field of justice as a prerequisite for effective implementation of European law and established standards for the protection of human rights. The activities envisaged under the project are aimed at improving the implementation of the European legal framework by the Bulgarian judicial system, envisaged as result 2 of Programme Area 21 under the Justice Programme, Norwegian Financial Mechanism 2014-2021. The work to build on and strengthen the Magistracy Forum on Human Rights reflects the increased capacity of national magistrates to implement European law and the main human rights protection instruments at national level. The development of self-learning resources and an innovative model for on-the-job training and the upgrade of the Human Rights Forum are an expression of the modern vision of judicial training in a European context integrating it into a working environment. The envisaged use of innovative training formats under the project facilitates active involvement of learners in the learning process and promotes interaction and exchange of experience between them as an important tool for developing competences in a professional environment. The main target groups of the project are judges, prosecutors, investigators, candidates for junior judges, junior prosecutors and junior investigators, members of the Supreme Judicial Council, the chief inspector and inspectors from the Inspectorate of the SJC, state bailiffs, registry judges, judicial and prosecutorial assistants, judicial officers, jury inspectors, inspectors from the Inspectorate of the Minister of Justice under the ZSV, other officials of the Ministry of Justice, lawyers, notaries, experts, officials of the Ministry of Interior, administration and supervisory bodies in cases where the implementation of the activities justifies the need for specific expertise and exchange of experience with a view to effective protection of fundamental rights and proper application of EU law.     Проектът отговаря на потребностите за осигуряване на подходяща обучителна среда на българските магистрати и други лица, работещи в сферата на правосъдието като предпоставка за ефективно прилагане на европейското право и установените стандарти за защита правата на човека. Предвидените дейности по проекта са насочени към подобрено прилагане на европейската правна рамка от българската съдебна система, предвидено като резултат 2 от Програмна област 21 по програма "Правосъдие", Норвежки финансов механизъм 2014-2021. Дейността по надграждане и укрепване на магистратския форум по права на човека е отражение на повишения капацитет на националните магистрати да прилагат европейското право и основните инструменти за защита правата на човека на национално ниво. Разработването на самообучителни ресурси и на иновативен модел за обучение на работното място и надграждането на форума по права на човека са израз на модерната визия за съдебното обучение в европейски контекст, интегрираща го в работна среда. Предвиденото използване на иновативни обучителни формати по проекта способства за активно ангажиране на обучаемите в учебния процес и насърчава взаимодействието и обмяната на опит помежду им като важен инструмент за развитие на компетенции в професионална среда. Основните целеви групи на проекта са съдии, прокурори, следователи, кандидати за младши съдии, младши прокурори и младши следователи, членове на Висшия съдебен съвет, главния инспектор и инспекторите от Инспектората към ВСС, държавни съдебни изпълнители, съдии по вписванията, съдебни и прокурорски помощници, съдебни служители, съдебни заседатели, инспектори от Инспектората на министъра на правосъдието по ЗСВ, други служители на МП, адвокати, нотариуси, вещи лица, служители на МВР, на администрацията и контролните органи в случаите, когато изпълнението на дейностите обосновава необходимостта от специфична експертиза и обмен на опит с оглед ефективна защита на основните права и правилно прилагане на правото на ЕС.
