The implementation of this financial plan will finance 50 % of the costs of remuneration and related other costs borne by the employer of the AFCOS Directorate’s employees for the period from 1 March 2019 to 31 December 2021. The expected result of the implementation of the financial plan is to maintain optimal remuneration for employees to stimulate the qualitative performance of tasks related to the prevention and detection of irregularities and fraud in the implementation of projects co-financed by ESIF funds. Through the financial support of the OAPDA, the Ministry of the Interior will ensure the necessary number of staff from the Directorate, minimising the risks of redundancies. In addition, in case of possible staff turnover, the Ministry will be able to attract new highly qualified experts to this specific activity. The number of posts in the Directorate, as well as in the entire Ministry, is not divided by gender. The implementation of this financial plan will respect horizontal policies on promoting equality between men and women and non-discrimination. The principle of non-discriminatory application and recruitment of new staff in the Directorate regarding sex, racial and ethnic origin, religion or belief, disability, age or sexual orientation shall be respected. The criteria for recruitment of staff in the Directorate are the level and type of education, qualifications and work experience.The financial plan is drawn up in accordance with the provisions of Council of Ministers Decree No 189 of 28 July 2016 laying down national rules on the eligibility of expenditure under the programmes co-financed by ESIF for the programming period 2014-2020. Чрез изпълнението на настоящия финансов план ще се финансират 50% от разходите за възнаграждения и свързаните с тях други разходи за сметка на работодателя на служителите от дирекция АФКОС за периода 01 март 2019 г. – 31 декември 2021 г.Очакваният резултат от изпълнението на финансовия план е поддържането на оптимални възнаграждения за служителите, посредством които да се стимулира качественото изпълнение на задачите, свързани с предотвратяването и разкриването на нередности и измами при изпълнението на проекти, съфинансирани със средства от ЕСИФ. Чрез финансовата подкрепа на ОПДУ, МВР ще гарантира необходимата численост на служителите от дирекцията, като се минимизират рисковете от съкращения. В допълнение на това, при евентуално текучество на персонала, Министерството ще има възможност да привлича нови висококвалифицирани експерти в тази специфична дейност. Щатната численост в дирекцията, както и в цялото министерство, не е разделена на квотен принцип по пол. При изпълнение на настоящия финансов план ще се спазват хоризонталните политики за Насърчаване на равенството между мъжете и жените и недопускане на дискриминация. Спазва се принципът за неприлагане на дискриминационни условия при кандидатстване и назначаване на нови служители в дирекцията по отношение на пол, расова и етническа принадлежност, религия или вяра, увреждане, възраст или сексуална ориентация. Критериите за назначаване на служители в дирекцията са степента и видът на образование, притежаваната квалификация и трудов опит.Финансовият план е разписан в съответствие на разпоредбите на ПМС № 189 от 28 юли 2016 г. за определяне на национални правила за допустимост на разходите по програмите, съфинансирани от ЕСИФ, за програмен период 2014 – 2020 г.
