In 2016, the National Assembly of the Republic of Bulgaria adopted a new Energy Efficiency Act, which regulates the introduction of a National Electrical Identification Scheme (NESID) for natural persons, in accordance with Regulation (EU) No 910/2014. According to the provisions of the Act, the Ministry of Interior is the national authority which maintains an electrical register of certificates for electrical identity, an electrical register of electrical identifiers, an electrical register of the administrators of electrical identity, an electrical register of the centres for electrical identification and an electrical register of authorisations. This project proposal covers the practical implementation of NCEIDs. An independent, secure and reliable information and communication infrastructure is envisaged, as well as upgrading/development of registries, information systems and public portals, fully open source, allowing their re-use. The electronic registers regulated in the Energy Efficiency Act will be developed and implemented, drawing on the developments and results of the 2013 pilot project in order to apply the principles of sustainability and multiply the results achieved in projects financed under OPAC. Other systems and portals will be developed and implemented in implementation of the Energy Efficiency and Energy Efficiency Act and the Energy Efficiency Act. The implementation of this project is of critical importance for the successful implementation of the remaining projects and initiatives, as set out in the Roadmap for the Development of eGovernment in the Republic of Bulgaria, as well as in the construction of new information systems, which, in accordance with Article 58a of the Energy Act, must use NCEID as a uniform method for secure identification of citizens. In order to fully meet the technical requirements of the PP ZEI when establishing the National Electronic Identification Scheme, the Ministry of the Interior is implementing projects in parallel to increase the security and reliability of the building infrastructures of its main and backup information centres and the optical connections between them, with funds from the budget and other financial instruments, due to the ineligibility of expenditure for building infrastructure under this procedure.     През 2016 НС на РБ прие нов ЗЕИ, който урежда въвеждането на Национална схема за ел. идентификация (НСЕИД) на физически лица, в съответствие с Регламент ЕС 910/2014. Съгласно разпоредбите на закона, МВР е националният орган, който води ел. регистър на удостоверенията за ел. идентичност, ел. регистър на ел. идентификатори, ел. регистър на администраторите на ел. идентичност, ел. регистър на центровете за ел. идентификация и ел.регистър на овластяванията. Настоящото проектно предложение обхваща практическото реализиране на НСЕИД. Предвижда се изграждане на независима, сигурна и надеждна информационна и комуникационна инфраструктура, както и надграждане/разработване на регистри, информационни системи и публични портали, изцяло с отворен код, което ще позволи повторното им използване. Ще се разработят и внедрят електронните регистри, регламентирани в ЗЕИ, като се ползват разработките и резултатите от пилотния проект от 2013 с цел прилагане на принципите на устойчивост и мултиплициране на постигнатите резултати по проекти, финансирани по ОПАК. Ще се разработят и внедрят и други системи и портали, в изпълнение на ЗЕИ, ПП ЗЕИ и ЗЕУ. Реализирането на този проект е от критична важност за успешната реализация на останалите проекти и инициативи, заложени както в Пътната карта за развитие на електронното управление в Република България, както и при изграждане на нови информационни системи, които съгласно чл. 58а от ЗЕУ трябва да ползват НСЕИД като унифициран метод за сигурна идентификация на гражданите. С цел пълно изпълнение на техническите изисквания на ПП ЗЕИ при изграждане на Националната схема за електронна идентификация, МВР паралелно изпълнява проекти за повишаване на сигурността и надеждността на сградните инфраструктури на основния и резервния си информационни центрове и оптичните връзки между тях, със средства от бюджета и други финансови инструменти, поради недопустимост на разходи за сградна инфраструктура по тази процедура.
