Bailiffs (JI) use different information systems, from different developers, through which statutory registers are maintained — cases filed, incoming and outgoing records of incoming and outgoing papers and the log of the actions carried out (Regulation on Administration in Courts and Ordinance No 4 of 6 February 2006 on the official archive of private bailiffs). In addition to the lack of a single enforcement IP in the BPR, uniform documents are registered under different names and are described with different content from individual JIs, which creates ambiguity and confusion among users. The existence of separate IPs does not make it easier for the parties to the cases, as they do not have remote access for consultation. By building a unified judicial enforcement information system (ISIS), the information on the flow of cases will be centralised in a database, which will be accessible to each user regardless of the part of the territory of the Republic of Bulgaria or outside it, which will save time and money. It will discipline the executive process through the creation and use of uniform nomenclatures of concepts, types of documents, electronic forms, etc. The ESCI will contain in electronic form and in structured form information on the enforcement cases initiated by the JI. Thus, for each individual case opened, an electronic file will be created, which will include, in a structured form, the data on its formation, movement and closure, the incoming and outgoing documents contained in the three register(s) of registered cases, the incoming and outgoing records of the actions carried out, as well as the cash flow data. The ESSI will provide a standardised interface through which information will be exchanged automatically (system) between the bailiffs’ IP and the centralised judicial enforcement information system at the time of entry in all three registers and logs maintained by the information systems of all bailiffs.     Съдебните изпълнители (СИ) ползват различни информационни системи ИС, от различни разработчици, чрез които се поддържат нормативно определените регистри - заведени дела, входящи и изходящи регистри на постъпващите и изходящите книжа и дневника на извършените действия (Правилника за администрацията в съдилищата и Наредба № 4 от 6.02.2006 г. за служебния архив на частните съдебни изпълнители) . Освен че липсва единна ИС на съдебното изпълнение в РБ, еднотипни документи се регистрират с различни наименования и се описват с различно съдържание от отделни СИ, което създава неяснота и обърквания у потребителите. Наличието на отделни ИС при СИ не облекчава страните по делата, тъй като те нямат отдалечен достъп за справки. Чрез изграждане на единна информационна система на съдебното изпълнение (ИССИ), информацията по движението на делата ще е централизирана в една база данни, която ще е достъпна за всеки потребител независимо в коя част на територията на РБ или извън нея се намира, което ще спести време и средства. Ще се дисциплинира изпълнителният процес, чрез създаването и използването на единни номенклатури от понятия, видове документи, електронни форми и др. ИССИ ще съдържа в електронна форма и в структуриран вид информация за изпълнителните дела, образувани от СИ. Така за всяко отделно образувано дело ще се създава електронно досие, което ще включва в структуриран вид данните по неговото образуване, движение и приключване, входящите и изходящи документи, съдържащи се в трите регистъра /на заведени дела, входящ и изходящ/ и в дневника на извършените действия, както и данни за паричния поток. ИССИ ще осигурява стандартизиран интерфейс, чрез който автоматично (система¬система) ще се обменя информация между ИС на съдебните изпълнители и централизираната в МП информационна система на съдебното изпълнение при въвеждането и в трите регистъра и в дневника, поддържани от информационните системи на всички съдебни изпълнители.
