One of the strategic objectives of the Updated Judicial Reform Strategy (CS) is to establish a modern penitentiary system (CP). The roadmap to the AU envisages the development of a Strategy for the Development of CPs in Bulgaria for the period up to 2025. The only document in this area is a concept for development of GDIN, approved by the Minister of Justice in May 2014. It lists priorities without planned implementation measures. Budgetary constraints are visible in a large part of the material and technical base. Social and training activities are poorly developed as a tool for understanding the enforcement of punishment and reintegration. Major challenges for the staff in the MLS are due to the criminogeneic environment, which requires quality training and specific skills and knowledge. In view of the latest trends related to the fight against terrorism and radicalisation and the unresolved problems in the management of the IMS, a new document needs to be drawn up on the basis of an assessment of the GDIN Development Concept and the functional analysis carried out by the DGIN, financed by OPAC. For the implementation of the Law on the enforcement of sentences and detention in custody and implementation of electronic monitoring of offenders with certain types of penalties, it is necessary to provide the relevant equipment. During the implementation of the project, an electronic surveillance system will be purchased and implemented and staff will be trained to work with it. This implements the legal provisions and recommendations in the European rules on non-custodial sentences of the CoE Council of Ministers and Recommendation CM/Rec (2014)4 of the Committee of Ministers on Electronic Surveillance as a means of contributing to rehabilitation, curtailment of recidivism and security of society.The project will assess the GDIN Development Concept of May 2014, a Development Strategy for DGN will be developed and an electronic surveillance system will be purchased and implemented. Една от стратегическите цели на Актуализираната стратегия за реформа на съдебната система (АС) е създаване на модерна пенитенциарна система (ПС). Пътната карта към АС предвижда разработване на Стратегия за развитието на ПС в България за периода до 2025 г. Единственият документ в тази област е Концепция за развитие на ГДИН, утвърдена от министъра на правосъдието през май 2014 г. В нея са изброени приоритети без предвидени мерки за реализация. Бюджетните ограничения са видими в голяма част от материално-техническата база. Социалните и обучителни дейности са недобре развити като инструмент за осмисляне изпълнението на наказанието и реинтеграция. Големи са предизвикателствата пред персонала в МЛС поради криминогенната среда, за което е необходима качествена подготовка и специфични умения и знания. Предвид последните тенденции, свързани с борбата срещу тероризма и радикализацията и нерешените проблеми при управлението на МЛС се налага изработването на нов документ на базата на оценка на Концепцията за развитие на ГДИН и извършения функционален анализ на ГДИН, финансиран от ОПАК. За прилагане на Закона за изпълнение на наказанията и задържането под стража и внедряване на електронно наблюдение на правонарушителите с определени видове наказания е необходимо осигуряване на съответното оборудване. При изпълнението на проекта ще бъде закупена и внедрена система за електронно наблюдение и ще се обучат служители за работа с нея. Така се изпълняват законовите разпоредби и препоръките в Европейските правила за наказания без лишаване от свобода на Съвета на министрите към СЕ и Препоръка CM/Rec (2014)4 на Комитета на министрите за електронното наблюдение като средство, допринасящо за рехабилитация, ограничаване на рецидива и сигурност на обществото.В рамките на проекта ще бъде извършена оценка на Концепцията за развитие на ГДИН от м. май 2014 г. , ще бъде разработена Стратегия за развитие на ГДИН и ще бъде закупена и въведена в действие система за електронно наблюдение.
