The project “Increasing the effectiveness of the work of the National Authority for Monitoring and Coordination of State Aid in the Application of the State Aid Regime in the Programming, Management and Control of ESI Funds” forms part of the targeted actions of the Directorate for State Aid and Real Sector (SWD) to build the capacity and the sustainable upskilling of staff in the Directorate, MA, IB, CA and AA involved in the effective administration (in terms of SOEs) of ESIF funds.The activities foreseen are:1.Participation in trainings for staff from the DSRS in relation to the management of ESIF funds; 2.Ensuring the participation (in the country and abroad) of the staff of the DSRS, the MA, the IB, the AA and the CA in coordination mechanisms, working groups, workshops, initiatives for exchange of experience, etc. in relation to the management of ESIF funds;3.Organisation, hosting and holding of trainings, workshops and discussions for staff of DSRS, MA, IB, AA and CA in relation to the State Aid Coordination Mechanism related to the monitoring and management of ESIF funds. The target group for the project is the employees of the beneficiary, the MA, the IB, the CA and the AA. The activities aim at building on the knowledge of the target group and aligning the measures in the management of ESIF funds with the requirements of the state aid regime and legislation at national level. Horizontal policies will be respected: promotion of equality between men and women (equal access to training and participation in events), non-discrimination and accessibility (equal access to trainings and events, taking into account functional and job characteristics and horizontal aspects of state aid), partnership (discussions and exchange of information), sustainable development (sharing of experience and knowledge), public procurement (for the selection of a logistics contractor for events taking place in Bulgaria). Проектът „Повишаване ефективността на работата на националния орган за наблюдение и координация на държавните помощи при прилагането на режима по държавните помощи в програмирането, управлението и контрола на средствата от ЕСИФ" съставлява част от целенасочените действия на дирекция „Държавни помощи и реален сектор” (ДПРС) за надграждане на капацитета и устойчивото повишаване на квалификацията на служителите в дирекцията, УО, МЗ, СО и ОО, ангажирани с ефективното администриране (от гледна точка на ДП) на средства по ЕСИФ.Предвидените дейности са:1.Участие в обучения за служители от д-я "ДПРС" във връзка с управлението на средства от ЕСИФ;2.Осигуряване на участие (в страната и чужбина) на служителите на д-я "ДПРС", УО, МЗ, ОО и СО в координационни механизми, работни групи, работни срещи, инициативи за обмяна на опит и др. във връзка с управлението на средствата от ЕСИФ;3.Организиране, домакинство и провеждане на обучения, работни срещи и дискусии за служители на д-я "ДПРС" , УО, МЗ, ОО и СО във връзка с координационния механизъм по държавни помощи, свързан с наблюдението и управлението на средствата от ЕСИФ. Целевата група към проекта са служителите на бенефициера, УО, МЗ, СО и ОО,. Дейностите целят надграждане на знания за лицата от целевата група и синхронизиране на мерките при управлението на средства от ЕСИФ с изискванията на режима на държавните помощи и законодателството на национално ниво. Ще бъдат спазвани хоризонталните политики: насърчаване на равенството между мъжете и жените (равен достъп до обучения и участия в събития), недопускане на дискриминация и достъпност (равният достъп до обучения и събития, при съобразяване с функционалните и длъжностни характеристики и хоризонталните аспекти на държавните помощи), партньорство (дискусии и обмен на информация), устойчиво развитие (споделяне на опит и знания), провеждане на обществени поръчки (за избор на логистичен изпълнител на събития провеждани в България).
