The redefined project addresses the needs for improving health status and more effective implementation of national health policies in places where marginalised communities are experiencing poverty and social exclusion. The health status of marginalised groups is characterised by higher morbidity, lower life expectancy and higher mortality, especially for children. This project therefore includes activities in the fields of maternal and child health, family planning, prevention of sexually transmitted infections, especially syphilis and congenital syphilis. The implementation of the project will support the measures in the National Program for Improvement of Maternal and Child Health 2021-2030 and the National Programme for Prevention and Control of HIV and Sexual Transmitted Infections, ensuring closer coordination of the national with the local authorities. The Covid-19 pandemic situation confirmed the need for active and effective local involvement in the implementation of health policies targeting vulnerable groups. Poor health status, difficulties to comply with prevention measures, population mobility, prejudices towards vaccination make marginalised communities more vulnerable to the virus and increase the risk of epidemics in the ‘poor pockets’ existing there. In implementation of the project, the Ministry of Health, in partnership with the Association “National Network of Health Mediators”, which unites, trains, coordinates and monitors the activities of health mediators throughout the country, will select mechanisms for better connection between groups at risk and health institutions at local level, both for prevention and treatment, as well as for gathering up-to-date data on the actual state of health status and the effectiveness of the implementation of health policies on the ground. This will create conditions to facilitate access to healthcare for marginalised communities and to reach out to all Bulgarian citizens. (English) | |||||||||||||||

Предефинираният проект адресира нуждите от подобряването на здравния статус и по-ефективното изпълнение на националните здравни политики на местата, където има маргинализирани общности, живеещи в условия на бедност и социално изключване. Здравното състояние на маргинализираните групи се характеризира с по-висока заболеваемост, по-ниска продължителност на живота и по-висока смъртност, особено при децата. Ето защо в рамките на настоящия проект са заложени дейности в областта на майчиното и детско здраве, семейното планиране, превенцията на сексуално преносими инфекции, особено сифилис и вроден сифилис. С изпълнение на проекта ще бъдат подкрепени мерките в Национална програма за подобряване на майчиното и детско здраве 2021-2030 и Национална програма за превенция и контрол на ХИВ и сексуално предавани инфекции, като се осигури по-тясна координация на националната с местните власти. Пандемичната ситуация с Covid -19 потвърди необходимостта от активно и ефективно участие на местно ниво в изпълнението на здравните политики, насочени към уязвимите групи. Лошият здравен статус, трудностите за спазване мерките на превенция, мобилността на населението, предразсъдъците към ваксинация правят маргинализираните общности по-уязвими към вируса и увеличават риска от епидемии в съществуващите там „джобове на бедността“. В изпълнение на проекта, МЗ в партньорство със Сдружение "Национална мрежа на здравните медиатори", която обединява, обучава, координира и мониторира дейностите на здравните медиатори в цялата страна, ще апробира механизми за по-добра връзка между групи в риск и здравните институции на местно ниво както за превенция и лечение, така и за набиране на актуални данни за реалното състояние за здравния статус и ефективността на прилагането на здравните политики по места. Това ще създаде условия за улесняване на достъпа до здравеопазване на маргинализираните общности и достигането на здравните услуги до всички български граждани. (Bulgarian)
