The sustainable development and modernisation of the emergency medical care system in Bulgaria has been identified as a major priority in the National Health Strategy 2020. The specific objectives and steps for its implementation are also detailed in the Concept for the Development of the AMS System in Bulgaria 2014-2020. In implementation of the strategic documents, the Ministry of Health implements projects aimed at the development and renewal of the material and technical base and the improvement of the qualification of AMS employees. In addition to these measures, the present project aimed at introducing for the first time in the country a 24-hour service for the provision of air transport to patients in emergency conditions to a hospital, as well as for the development of transplantation in the country. A minimum of 1 medical helicopter will be purchased, equipped with the necessary medical equipment for patients in emergency condition and modern avionics. The project will also provide the necessary training for the crew and medical teams to work in the air. The MH will provide the necessary logistical base, including for the maintenance and repair of helicopters, as a condition to ensure the sustainability of the results achieved and the basis for further development of the service by providing coverage on the territory of the country with aircraft for medical purposes, with a view to ensuring equal access for the entire population to this service. Target groups are all potential users of the AMS services. The project aims at ensuring equal access to AMS for 24-hour diagnostics, monitoring and treatment in cases where the time for carrying out surface transport exceeds the expected transport time for air transport by more than 30 minutes. This will make a significant contribution to saving the lives of critical patients, as well as increasing the capacity to respond to disasters, accidents or catastrophes. (English) | |||||||||||||||

Устойчивото развитие и модернизирането на системата на Спешна медицинска помощ (СМП) в България са определени като основен приоритет в Националната здравна стратегия 2020 г. Конкретните цели и стъпки за реализирането ѝ са детайлно разписани и в Концепцията за развитие на системата за СМП в България 2014-2020 г. В изпълнение на стратегическите документи, МЗ изпълнява проекти, насочени към развитието и обновяването на материално-техническата база и към повишаване на квалификацията на служителите от СМП. В допълнение към тези мерки, е изготвен и настоящият проект, насочен към въвеждането за първи път в страната на 24 часова услуга по осигуряването на въздушен транспорт на пациенти в спешни състояния до приемно лечебно заведение, както и за нуждите на развитието на трансплантацията в страната. Ще бъде закупен минимум 1 бр. медицински хеликоптер, окомплектован с необходимото медицинско оборудване за пациенти в спешно състояние и съвременна авионикс. В изпълнение на проекта ще се осигури и необходимото обучение на екипажа и на медицинските екипи за работа във въздуха. МЗ ще осигури необходимата логистична база, в т.ч. за поддръжка и ремонт на хеликоптерите, като условие за осигуряване на устойчивостта на постигнатите резултати и основа за по-нататъшно развитие на услугата чрез осигуряване на покритие на територията на страната с въздухоплавателни средства за медицински цели, с оглед гарантиране на равнопоставен достъп на цялото население до тази услуга. Целеви групи са всички потенциални потребители на услугите от СМП. Проектът е насочен към осигуряване на равнопоставен достъп до СМП за 24-часова диагностика, наблюдение и лечение в случаите, когато времето за осъществяване на наземен транспорт надхвърля с повече от 30 мин. очакваното транспортно време за осъществяване на въздушен транспорт. Това ще допринесе в значителна степен спасяването на живота на пациенти в критично състояние, както и ще повиши капацитета за реакция при възникване на бедствия, аварии или катастрофи. (Bulgarian)
