The project proposal addresses directly the needs of employees of the State e-Government Agency (SAEA) regarding the acquisition of new skills and enrichment of their knowledge with regard to the implementation of activities related to the management of funds from the European Structural and Investment Funds (ESIF), as well as the provision of materials and mission allowances for the realisation of this part of their work duties. The planned activities will improve the effectiveness of the implementation of the measures to improve the administration as the backbone of all other sectoral measures, in the context of the optimisation of e-government development processes and digitalisation of the administration. The project assists the State Administration in its capacity as a horizontal structure for managing ESIF funds to carry out its functions effectively. The project also includes the activity of providing consultancy services for independent evaluation of strategic documents relevant to the work of the whole administration. The implementation of the financial plan will respect the horizontal principles of the EU.1. Promotion of equality — The proposed activities will be accessible to all employees, regardless of gender, age, ethnicity, etc. The project activities completely exclude any discrimination and rely on objective criteria for recruitment and selection of participants. No discriminatory criteria will be set in the framework of the public procurement of the project, limiting the access of participants to the project activities on any basis.2. Partnership — When implementing the project, the principle of partnership will be respected through the active involvement of stakeholders. 3. Sustainable development — By helping employees to participate in trainings, they will build on their professional skills, which will be used in the day-to-day work in the long term. Проектното предложение адресира пряко нуждите на служители от Държавна агенция „Електронно управление“ (ДАЕУ), свързани с придобиването на нови умения и обогатяване на знанията им по отношение реализацията на дейности, свързани с управление на средства от европейските структурни и инвестиционни фондове (ЕСИФ), както и осигуряването на материали и командировъчни за реализация на тази част от работните им задължения. Чрез заложените дейности ще се подобри ефективността на реализация на мерките за подобряване на администрацията като гръбнак на всички останали секторни мерки, в контекста на оптимизацията на процесите по развитие на електронното правителство и дигитализация на администрацията. Проектът подпомага ДАЕУ в качеството й на хоризонтална структура за управление на средствата от ЕСИФ да изпълнява ефективно функциите си. Проектът включва и дейност по осигуряване на консултантски услуги за независима оценка на стратегически документи със значение за работата на цялата администрация. При изпълнение на финансовия план ще бъдат спазвани хоризонталните принципи на ЕС.1. Насърчаване на равенството - Предложените дейности ще са достъпни за всички служители, без значение на пол, възраст, етнос и др. Дейностите в проекта изцяло изключват всякаква дискриминация и стъпват на обективни критерии за набиране и подбор на участници. В рамките на обществените поръчки по проекта няма да бъдат залагани дискриминационни критерии, ограничаващи достъпа на участниците до дейностите по проекта по какъвто и да било признак.2. Партньорство - При реализация на проектаще бъде спазен принципа на партньорство чрез активното участие на заинтересовани страни. 3. Устойчиво развитие - Чрез подпомагане участието на служителите в обучения ще се надградят професионалните им умения, които ще бъдат използвани в ежедневната работа в дългосрочен план.
