The implementation of this financial plan will enable AFCOS Directorate staff to participate actively in events and exchanges of good practices on issues concerning ESIF organised by the European institutions and the competent bodies in the Member States, as well as in trainings theme of which is the spending and control of ESIF funds; carry out administrative investigations and on-the-spot checks, alone or jointly with OLAF, of projects financed by ESIF; participate in internal trainings to increase the administrative capacity of AFCOS Directorate staff in ESIF-related matters; to be equipped with modern equipment and specialised software in order to effectively fulfil their functional obligations under the control, coordination and protection of the financial interests of the ESIF. Through the implementation of this financial plan, it will be possible for national competent authorities with criminal investigation functions to become acquainted with and discuss specific investigations of OLAF, while AFCOS officials will be aware of the best practices in investigating crimes in ESIF spending. The implementation of the financial plan will respect horizontal procurement policies and the promotion of equality between men and women. The number of posts in the Directorate, as well as in the entire Ministry, is not divided by gender. The principle of non-discriminatory application and recruitment of new staff in the Directorate with regard to sex, racial and ethnic origin, religion or belief, disability, age or sexual orientation shall also be respected. In such cases, the criteria shall be the level and type of education, qualifications and work experience required for the post in question. Реализирането на настоящия финансов план ще осигури възможност за служителите на дирекция АФКОС да участват активно в събития и обмен на добри практики по въпроси, засягащи ЕСИФ, организирани от европейските институции и от компетентните структури в държавите членки, както и в обучения, чиято тематика са разходването и контролът на средствата от ЕСИФ; да извършват административни разследвания и проверки на място, самостоятелно или съвместно с ОЛАФ, на проекти, финансирани от ЕСИФ; да участват във вътрешни обучения за повишаване на административния капацитет на служителите от дирекция АФКОС по въпроси, свързани с ЕСИФ; да бъдат обезпечени с модерно оборудване и специализиран софтуер, с оглед ефективното изпълнение на функционалните си задължения по линия на контрола, координацията и защитата на финансовите интереси на ЕСИФ.Посредством реализирането на настоящия финансов план ще се осигури възможност за националните компетентни органи с функции по разследване на престъпления да се запознаят и да обсъждат конкретни разследвания на ОЛАФ, а служителите от дирекция АФКОС ще бъдат запознати с добрите практики по разследване на престъпления при разходване на средства от ЕСИФ. При изпълнението на финансовия план ще бъдат спазени хоризонталните политики за обществени поръчки и Насърчаване на равенството между мъжете и жените. Щатната численост в дирекцията, както и в цялото министерство, не е разделена на квотен принцип по пол. Спазва се и принципът за неприлагане на дискриминационни условия при кандидатстване и назначаване на нови служители в дирекцията по отношение на пол, расова и етническа принадлежност, религия или вяра, увреждане, възраст или сексуална ориентация. В тези случаи за критерии служат степента и видът образование, притежавана квалификация и трудов опит, изискуеми за съответната длъжност. При изпълнението на настоящия финансов план се предвижда провеждането на 7 бр. обществени поръчки, като за провеждането им ще бъдат спазвани разпоредбите на ЗОП. (Bulgarian)
