The Vidin-Dimovo-Beela-Ruzhintsi-Montana route is part of the Trans-European Transport Corridor “Orient/East-Mediterranean” according to Regulation/EU/1315/2013. The beginning of the route is the end of the infrastructure of Danube Bridge 2 and the end — the beginning of a bypass of the town of Montana (on the Vidin side). The project includes the modernisation of the existing road, the construction of city bypasses, two-level crossings and the inclusion and separation by means of road nodes. At present, the E-79 road has a non-permanent gauge, sections in different operating conditions and a route passing through settlements. The listed facts lead to erratic low speed, congestion, SSTBs, negative environmental impacts that do not meet the road requirements of the core trans-European transport network pursuant to Regulation (EU) No 1315/2013 of the European Parliament and of the Council of 11 December 2013 on Union guidelines for the development of the trans-European transport network and repealing Decision No 661/2010/EU (1). The subject of this project proposal is to ensure full project readiness for the modernisation of the four sections: Vidin-Dimovo, Dimovo-Beela-Ruzhintsi and Ruzhinci-Montana with a total length of about 95 km. The technical parameters of the road are as follows: design speed 120 km/h; road gauge G-28 and load capacity of road surface 11.5 t/axle. The implementation of the project includes: conceptual and technical design, preparation of EIA and SEW report, archaeological studies, preparation of a comprehensive conformity assessment report and technical control under the “Constructive part”, preparation of environmental management plans and own environmental monitoring of the AA, carrying out a road safety audit at the conceptual and technical design phase, preparation of a plan for management of construction waste, implementation of information and publicity measures and management of the project. Трасето „Видин–Димово–Бела–Ружинци–Монтана“, предмет на Проекта е част от Транс-европейски транспортен коридор „Ориент/Източно-средиземноморски“ съгласно Регламент /ЕС/ 1315/2013. Начало на трасето е краят на инфраструктурата на Дунав мост 2, а край - началото на обход на гр. Монтана (от страна Видин). Проектът включва модернизация на съществуващия път, изграждане на обходи на населените места, пресичания на две нива и включване и отделяне посредством пътни възли. Към настоящия момент път Е-79 е с непостоянен габарит, отсечки в различно експлоатационно състояние и трасе, преминаващо през населени места. Изброените факти водят до непостоянна ниска скорост, задръствания, ПТП, негативни екологични въздействия, което не удовлетворява изискванията за път от основната транс-европейска транспортна мрежа съгласно Регламент (ЕС) № 1315/2013 на Европейския парламент и на Съвета от 11 декември 2013 година относно насоките на Съюза за развитието на транс-европейската транспортна мрежа и за отмяна на Решение № 661/2010/ЕС (1). Предмет на настоящото проектно предложение е осигуряване на пълна проектна готовност за модернизацията на четирите участъка: Видин-Димово, Димово-Бела-Ружинци и Ружинци-Монтана с обща дължина около 95 км. Техническите параметри на пътя са следните: проектна скорост 120 км/час; пътен габарит Г-28 и товароносимост на пътната настилка 11,5 т/ос. Изпълнението на проекта включва: проектиране –идеен и технически проект, изработване на Доклад за ОВОС и ДОСВ, археологически проучвания, изработване на комплексен доклад за оценка на съответствието и технически контрол по част „Конструктивна“, изготвяне на планове за управление на околната среда и за собствен екологичен мониторинг на ОС, извършване на Одит по пътната безопасност на фаза идеен и технически проект, изготвяне на план за управление на строителните отпадъци, изпълнение на мерки за информиране и публичност и управление на проекта.
