This financial plan ensures that the functions of the CCU for the management of ESIF funds are provided. The financial plan is aimed at the staff of the CCU carrying out ESIF activities, as well as experts involved in the coordination mechanisms, and in this respect a number of measures will be implemented to increase the efficiency of the unit, including:-Building and maintaining the UMIS;-Conduct training for UMIS users and functioning of a help desk for UMIS users; maintenance and development of the Single Information Portal;- Organising, conducting and participating in training on issues related to the management of ESIF funds for staff of the CDC, as well as their participation in working groups, workshops, initiatives to exchange experience in relation to the management of ESIF funds;- Organising the Monitoring Committee of the Partnership Agreement-Technical provisioning of the staff of the CDC to fulfil their direct obligations in relation to the management of ESIF funds;-Performance of analyses and studies in relation to the management of ESIF funds;-Implementing activities to limit excessive administrative burdens;-Activities to ensure the work of the representatives of the CDCs coordinating the network of DICs, as well as activities to provide training and methodological support to the DIC network;-Performance of a national representative sociological survey on the awareness of the target group on EU cohesion policy.The implementation of the FIs will follow horizontal policies to promote equality between men and women, non-discrimination and accessibility, Partnership, Sustainable Development, Public Procurement. The Beneficiary will apply these principles both in selecting the FP management team and in its implementation, respecting the principles of sound financial management, effectiveness, efficiency and economy of the expenditure incurred. Настоящият финансов план осигурява обезпечаването на функциите на ЦКЗ за управление на средствата от ЕСИФ. Финансовият план е насочен към служителите на ЦКЗ, изпълняващи дейности по ЕСИФ, както и към експерти, участващи в нац. координационни механизми и в тази връзка ще бъдат осъществени редица мерки и за повишаване на ефективността на звеното, в това число:-Надграждане и поддържане на ИСУН;-Провеждане на обучения за потребителите на ИСУН и функциониране на звено за помощ (help desk) за потребителите на ИСУН;-Поддържане и развиване на Единния информационен портал;-Организиране, провеждане и участие в обучения по въпроси, свързани с управлението на средствата от ЕСИФ за служители на ЦКЗ, както и тяхното участие в раб. групи, работни срещи, инициативи за обмяна на опит във връзка с управлението на средствата от ЕСИФ;-Организиране на комитета за наблюдение на споразумението за партньорство-Техническо обезпечаване на служителите на ЦКЗ за изпълнение на преките им задължения във връзка с управление на средствата от ЕСИФ;-Извършване на анализи и проучвания във връзка с управлението на средствата от ЕСИФ;-Осъществяване на дейности за ограничаване на прекомерната административна тежест;-Дейности за осигуряване работата на представителите на д-я ЦКЗ, осъществяващи координация на мрежата от ОИЦ, както дейности за осигуряване на обучения и методическа подкрепа на мрежата от ОИЦ;-Извършване на национално представително социологическо проучване за информираността на целевата група относно кохезионната политика на ЕС.При изпълнението на ФП ще се спазват хоризонталните политики за насърчаване на равенството между мъжете и жените, недопускане на дискриминация и достъпност, Партньорство, Устойчиво развитие, Обществени поръчки. Бенефициентът ще прилага посочените принципи както при избор на екип за управление на ФП, така и при неговото изпълнение, спазвайки принципите за добро финансово управление, ефективност, ефикасност и икономичност на извършените разходи.
