The financial plan (PF) is aimed at ensuring the effective functioning of the Executive Agency “Certification Audit of European Agricultural Funds” (IA COSEZF), as the Certification Body of the Funds from the EAFF and the Audit Authority of the Maritime and Fisheries Programme. The target groups of the FIs are the Agency’s staff, which are related to the activities of certification audit of EAFRD funds, audit of funds from the European Maritime and Fisheries Fund (EMFF) and the State Fund for Agriculture in its capacity as Paying Agency under both Funds. In order to meet the high requirements, the agency must ensure that a high level of competence of the staff is maintained, as well as good resources for carrying out its activities. The activities of the FIs are linked to meeting these needs of the target groups and achieving the desired results, namely:1. 2.Increasing the professional knowledge and skills of the employees of the SEASEF;3.Providing resources for the implementation of ESIF activities. In the implementation of the FIs, all activities will be carried out in accordance with the EU horizontal principles, and such requirements will also be imposed on external contractors. There will be no conditions for discrimination in the organisation of events, selection of subcontractors and implementation of activities. The FIs will be implemented in accordance with the principle of sustainable development, where possible green award criteria will be used in the preparation of public procurement documents in order to identify tenders that are more environmentally friendly.The partnership principle will be respected by all stakeholders involved in the planning, organisation and implementation of FI activities. Финансовият план (ФП) е насочен към осигуряване на условия за ефективно функциониране на Изпълнителна агенция „Сертификационен одит на средствата от Европейските земеделски фондове“ (ИА СОСЕЗФ), като Сертифициращ орган на средствата от ЕЗФ и Одитен орган на Програмата за морско дело и рибарство. Целевите групи на ФП са служителите на агенцията, които са свързани с дейностите за сертификационен одит на средства от ЕЗФРСР, одит на средства от Европейския фонд за морско дело и рибарство (ЕФМДР) и ДФ „Земеделие“ в качеството му на Разплащателна агенция по двата фонда.За да отговори на високите изисквания, агенцията трябва да осигури поддържането на високо ниво на компетентност на служителите, както и добра ресурсна обезпеченост за извършване на дейността си. С удовлетворяването на тези потребности на целевите групи и постигането на желаните резултати са свързани дейностите по ФП, а именно:1. Подпомагане на ИА СОСЕЗФ за изпълнението на дейности за сертификационен одит на средства от ЕСИФ ;2.Повишаване на професионалните знания и умения на служителите на ИА СОСЕЗФ;3.Осигуряване на ресурсна обезпеченост за изпълнение на дейността по ЕСИФ . При изпълнението на ФП, всички дейности ще бъдат изпълнявани в съответствие с хоризонталните принципи на ЕС, като такива изисквания ще бъдат поставяни и към външните изпълнители. Няма да се създават предпоставки за дискриминация при организирането на събития, избор на подизпълнители и реализацията на дейностите. ФП ще се изпълнява в съответствие с принципа за устойчиво развитие, като при възможност при подготовката на документацията за обществените поръчки ще бъдат използвани „зелени критерии“ за възлагане, за да могат да бъдат идентифицирани офертите, които са по-благоприятни от екологична гледна точка.Принципът на партньорство ще бъде спазван от всички заинтересовани страни, включени в планирането, организирането и провеждането на дейностите по ФП.
