General objective: The establishment of a Regional Advisory Centre for the promotion of aquaculture with a high level of environmental protection and the promotion of animal health and welfare at the level of at least 30 aquaculture farms in the West Region. The proposed overall objective responds to the need of aquaculture farms in the West region to provide good quality products, competitive with strict compliance with environmental sustainability standards and/or aquatic animal health and welfare. In this context, the achievement of the general objective will be achieved by implementing several activities that require on the one hand the provision of an adequate infrastructure (S15 and S18 rooms within the Faculty of Veterinary Medicine) at USAMVBT level, with facilities, equipment and qualified personnel for the operationalisation and proper functioning of a Regional Advisory Centre for Aquaculture Farms in the region, and on the other, carrying out activities of analysis/study and assessment of the level of knowledge/adequacy of farms with the provisions of national and EU legislation on the environment and health and welfare of aquatic animals, development of action plans for specific advice, in accordance with the results of evaluations and advice to regional farms from a technical, scientific and ecological point of view to solve the identified problems and meet the environmental and health and welfare standards of aquatic animals in conjunction with ensuring competitive products. In addition, aquaculture farms will also be advising on the identification and development of projects for accessing grants in line with the action plans developed. The above can be stated that the achievement of the general objective of the project will increase the skills and competences of the beneficiaries regarding the standards required by EU and national legislation on the environment and the health and welfare of aquatic animals, through knowledge transfer activities within the advisory process, as well as to increase production at the level of the 30 aquaculture farms involved through the use of modern technologies and methods appropriate to the new standards, thus contributing to the achievement of Objective 4 — promoting aquaculture with a high level of environmental protection, promoting animal health and welfare, as well as public health and safety, of the EU’s UP2. Obiectiv General: Înființarea unui Centru regional de consiliere, pentru promovarea acvaculturii cu un nivel ridicat de protecție a mediului si promovarea sănătății şi bunăstării animalelor la nivelul a minim 30 de ferme de acvacultură din regiunea Vest.Obiectivul general propus răspunde nevoii fermelor de acvacultura din regiunea Vest de a oferi produse de buna calitate, competitive in condițiile respectării cu strictețe a standardelor privind sustenabilitatea mediului si/sau sănătatea și bunăstarea animalelor acvatice. In acest context, realizarea obiectivului general se va realiza prin implementarea mai multor activități care pe de o parte presupun asigurarea unei infrastructuri adecvate (sălile S15 si S18 din cadrul Facultății de Medicina Veterinara) la nivelul USAMVBT, cu dotări, echipamente si personal calificat pentru operaționalizarea si buna funcționare a unui Centru Regional de consiliere pentru fermele de acvacultura din regiune, iar pe de alta, derularea unor activitati de analiza/studiu si evaluare a nivelului de cunoaștere/adecvare a fermelor la prevederile legislației naționale si UE privind mediul si sănătatea si bunăstarea animalelor acvatice, elaborarea unor planuri de acțiune pentru consiliere specifice, in acord cu rezultatele evaluărilor si consilierea fermelor regionale din punct de vedere tehnic, științific si ecologic pentru rezolvarea problemelor identificate si îndeplinirea standardelor de mediu si sănătate si bunăstare a animalelor acvatice in corelare cu asigurarea unor produse competitive. Complementar, fermele de acvacultura vor fi consiliare si in ceea ce privește identificarea si elaborarea de proiecte pentru accesarea de fonduri nerambursabile in acord cu planurile de acțiune elaborate. Prin cele de mai sus se poate afirma ca realizarea obiectivului general al proiectului va conduce la creșterea abilităților și competențelor beneficiarilor privind standardele impuse de legislație UE si naționala privind mediul si sănătatea si bunăstarea animalelor acvatice, prin activități de transfer de cunoștințe in cadrul procesului de consiliere, precum si la creșterea producției la nivelul celor 30 de ferme de acvacultura implicate prin utilizarea de tehnologii si metode moderne adecvate noilor standarde, astfel contribuind la realizarea obiectivului 4 - promovarea acvaculturii cu un nivel ridicat de protecție a mediului, promovarea sănătății şi bunăstării animalelor, precum şi a sănătății şi siguranței publice, al PU2 a UE. Objectif général: La création d’un centre consultatif régional pour la promotion de l’aquaculture avec un niveau élevé de protection de l’environnement et la promotion de la santé et du bien-être des animaux au niveau d’au moins 30 exploitations aquacoles dans la région de l’Ouest. L’objectif global proposé répond à la nécessité pour les exploitations aquacoles de la région occidentale de fournir des produits de bonne qualité, compétitifs avec le strict respect des normes de durabilité environnementale et/ou de santé et bien-être des animaux aquatiques. Dans ce contexte, la réalisation de l’objectif général sera réalisée par la mise en œuvre de plusieurs activités qui nécessitent, d’une part, la mise à disposition d’une infrastructure adéquate (salles S15 et S18 au sein de la faculté de médecine vétérinaire) au niveau USAMVBT, avec des installations, du matériel et du personnel qualifié pour la mise en œuvre et le bon fonctionnement d’un centre régional de conseil pour les exploitations aquacoles dans la région, et, d’autre part, la réalisation d’activités d’analyse/d’étude et d’évaluation du niveau de connaissances/d’adéquation des exploitations agricoles conformément aux dispositions de la législation nationale et de l’UE en matière d’environnement et de santé et de bien-être des animaux aquatiques, élaboration de plans d’action pour des conseils spécifiques, conformément aux résultats des évaluations et conseils aux exploitations régionales d’un point de vue technique, scientifique et écologique afin de résoudre les problèmes recensés et de respecter les normes environnementales, sanitaires et de bien-être des animaux aquatiques en conjonction avec la mise en place de produits compétitifs. En outre, les exploitations aquacoles fourniront également des conseils sur l’identification et le développement de projets d’accès aux subventions conformément aux plans d’action élaborés. Il ressort de ce qui précède que la réalisation de l’objectif général du projet permettra d’accroître les aptitudes et les compétences des bénéficiaires en ce qui concerne les normes requises par la législation de l’UE et la législation nationale en matière d’environnement et de santé et de bien-être des animaux aquatiques, grâce à des activités de transfert de connaissances dans le cadre du processus consultatif, ainsi que d’accroître la production au niveau des 30 exploitations aquacoles concernées par l’utilisation de technologies et de méthodes modernes adaptées aux nouvelles normes, contribuant ainsi à la réalisation de l’objectif 4 — promouvoir l’aquaculture avec un niveau élevé de protection de l’environnement, promouvoir la santé et le bien-être des animaux, ainsi que la santé et la sécurité publiques, de l’UE.
