    Obiectivul general vizat prin implementarea proiectului de investitii consta in cresterea gradului de participare la nivelul educatiei timpurii pentru copiii din comuna Prejmer prin facilitarea accesului la infrastructura educationala la standarde europene. Datele statistice disponibile pentru comuna Prejmer (Institutul Național de Statistică, Inspectoratul Scolar al Judetului Brasov, autoritatile publice locale) cu privire la populatia cu varste prescolare si gradul de cuprindere a acesteia in invatamant si la infrastructura de educatie din localitate atat starea sa fizica cat si gradul de dotare cu echipamente si materiale moderne, adecvate invatamantului prescolar, contureaza deficiente importante existente la nivelul comunei. Astfel, invatamantul prescolar este asigurat in localitate prin doua gradinite, una cu program prelungit si una cu program normal, a caror capacitate de cuprindere a copiilor de varsta prescolara este depasita, iar conditiile de desfasurare a activitatii – in cazul gradinitei din satul Prejmer – sunt improprii. In aceste conditii, gradul de cuprindere a copiilor de varsta prescolara in gradinite este de numai 65,52%, restul copiilor intrand in invatamantul obligatoriu fara sa fi parcurs educatia prescolara. Mai mult, dintre cei care au frecventat gradinita o mare parte au participat doar la grupa mare, dupa cum o arata distributia efectivelor pe grupe din cele doua gradinite locale. Aceasta situatie este consecinta faptului ca infrastructura educationala este insuficient dimensionata si echipata si ofera conditii improprii pentru desfasurarea activitatilor didactice, fapt ce ii determina pe parinti fie sa tina copiii acasa, in familie, sau sub supravegherea rudelor indepartate sau a a altor persoane, fie sa aleaga sa ii inscrie la gradinite din alte localitati (in special municipiul Brasov). In plus, avand in vedere ca in comuna traieste si o comunitate vulnerabila, ce nu valorizeaza suficient educatia si frecventarea scolii, sistemul de educatie nu are argumente convingatoare (conditii de infrastructura si dotare atractive pentru copii/parinti) in dialogul cu parintii. In aceste conditii, realizarea investitiei va asigura baza materiala adecvata (infrastructura moderna, corespunzator dimensionata, conditii sanitare necesare pentru functionare, echipamente si material didactic necesar pentru desfasurarea actului educational) ce va oferi copiilor de varsta prescolara din comuna posibilitatea de a participa la activitati educative de calitate, atractive, care sa le starneasca interesul si dorinta de a participa in continuare la activitatile din invatamantul obligatoriu. Astfel, refunctionalizarea gradinitei si transformarea acesteia in gradinita cu program prelungit va asigura cresterea ratei de inscriere a copiilor din localitate in invatamantul prescolar, va conduce la diminuarea navetei catre gradinitele din mediul urban si evitarea abandonului datorita distantei mari pana la gradinita pentru familiile fara posibili (Romanian)

    The general objective pursued by the implementation of the investment project is to increase the level of participation in early education for children in Prejmer by facilitating access to educational infrastructure at European standards. The statistical data available for the commune of Prejmer (National Institute of Statistics, School Inspectorate of Brasov County, local public authorities) on the population of preschool ages and the extent of its inclusion in education and the educational infrastructure in the locality, both its physical condition and the degree of equipment and equipment, suitable for preschool education, outlines important deficiencies existing in the commune. Thus, preschool education is provided in the locality by two kindergartens, one with long hours and one with normal schedule, whose capacity to include children of preschool age is exceeded, and the conditions for carrying out the activity – in the case of the kindergarten in the village of Prejmer – are unfit. In these circumstances, the degree of preschool children in kindergartens is only 65.52 %, the rest of the children entering compulsory education without having completed preschool education. Moreover, many of those who attended kindergarten participated only in the large group, as shown by the distribution of herds by groups from the two local kindergartens. This situation is the consequence that the educational infrastructure is insufficiently sized and equipped and provides unsuitable conditions for carrying out the teaching activities, which causes parents either to keep children at home, in the family, or under the supervision of distant relatives or other persons, or to choose to enrol them at kindergartens in other localities (especially Brasov). In addition, given that a vulnerable community lives in the commune, which does not sufficiently value school education and attendance, the education system does not have convincing arguments (infrastructure conditions and attractive endowments for children/parents) in dialogue with parents. In these circumstances, the realisation of the investment will provide the appropriate material basis (modern infrastructure, appropriate sized, sanitary conditions necessary for operation, equipment and teaching material necessary for the educational act) that will give children of preschool age in the commune the opportunity to participate in quality, attractive educational activities that will stimulate their interest and desire to participate further in the activities of compulsory education. Thus, the refunctionalisation of the kindergarten and its transformation into a long-time kindergarten will ensure the increase of the enrolment rate of the local children in preschool education, will reduce the commuting to the urban gardens and avoid abandonment due to the long distance to kindergarten for families without possibility (English)
