Projekta “Ventspils Augstskolas studiju programmu satura kvalitātes pilnveide, resursu izmantošanas efektivitātes uzlabošana un labākas pārvaldības nodrošināšana” izstrādes un realizācijas mērķis ir pilnveidot Ventspils Augstskolas studiju programmu satura kvalitāti un, efektīvi izmantojot pieejamos resursus, nodrošināt labāku augstākās izglītības institūciju pārvaldību un vadības personāla kompetenču un prasmju paaugstināšanu.Pamatojoties uz Ventspils Augstskolas (turpmāk – VeA) stratēģijas izstrādes un uzraudzības laikā veikto iekšējās un ārējas vides analīzi, VeA darbības izvērtējumu un identificētajām nozares aktualitātēm, kā arī VeA finanšu pārvaldības sistēmas un darbības veiktspējas ārējā audita rezultātiem, kurā tika veikta esošās situācijas un prakses analīze stratēģiskās pārvaldības, resursu pārvaldības un administrācijas darbības jomās, saskaņā ar VeA Stratēģiju 2016. - 2020. gadam un VeA saistošajiem augstākās izglītības nozarei noteiktajiem stratēģiskajiem mērķiem, nodrošinot Ministru kabineta 2018. gada 9. janvāra noteikumos Nr. 26 “Darbības programmas “Izaugsme un nodarbinātība” 8.2.3. specifiskā atbalsta mērķa “Nodrošināt labāku pārvaldību augstākās izglītības institūcijās” īstenošanas noteikumi” (turpmāk – MK noteikumi) noteikto prasību ievērošanu attiecīgo projekta mērķu sasniegšanai, specifiskā atbalsta ietvaros VeA pretendē uz ESF finansējumu šādām atbalstāmajām darbībām:1. Esošo VeA studiju programmu satura pilnveide un salāgošana nozares attīstības vajadzībām:1.1. Pārmaiņu vadības un īstenošanas plāna izstrāde studiju programmu piedāvājuma modernizācijai (VeA studiju modernizācijas plāns),1.2. Studiju rezultātos balstītas studējošo novērtēšanas sistēmas ieviešana,1.3. STEM studiju programmu modernizācija plašākas sasaistes ar nozares vajadzībām nodrošināšanai;1.4. Akadēmiskā maģistra studiju programmas “Valoda un kultūrvide” modernizācija plašākas sasaistes ar nozares vajadzībām nodrošināšanai;2. VeA organizatorisko un pārvaldības struktūru pilnveide:2.1.Docētāju novērtēšanas metodikas pilnveide;3. VeA kvalitātes vadības sistēmas pilnveide:3.1. Kvalitātes vadības sistēmas pilnveide,3.2. Akadēmiskā godīguma procesu pilnveide, sadarbojoties ar citām augstākās izglītības iestādēm;4. VeA pārvaldības e-risinājumu izstrāde, pilnveide un ieviešana:4.1. Dokumentu un informācijas pārvaldības sistēmas e-risinājuma iegāde un ieviešana;4.2. Stratēģijas izstrāde un atbalsts e-mācību risinājumu ieviešanai VeA,4.3. Biznesa simulācijas spēļu integrēšana sociālo zinātņu mācību metodēs, iegādājoties galda spēli simulāciju spēļu izmantošanai;5. VeA vadības personāla kompetenču pilnveide:5.1. Vadības un pieredzes apmaiņa labas pārvaldības prakses jautājumos6. Projekta vadības un īstenošanas nodrošināšana;7. Informācijas un publicitātes pasākumi par projekta īstenošanu.Projekta īstenošanas rezultātā tiktu pilnveidota VeA studiju programmu satura kvalitāte, sekmējot studiju programmu modernizāciju atbilstoši nozares attīstības vajadzībām, kā arī nodrošinot studentcentrētu izglītību ieviešot studiju rezultātos balstītu studējošo novērtēšanu. Tāpat sociālo zinātņu programmu studiju saturā tiktu iekļautas uzņēmējdarbības procesu simulācijas spēles, kā arī izstrādāta un īstenota e-mācību risinājumu stratēģija un metodika studiju piedāvājuma modernizācijai. Projekta ietvaros pilnveidotā docētāju novērtēšanas metodika sniegs iespēju nodrošināt efektīvu VeA galveno resursu (cilvēkresursu) plānošanu, izmantošanu un attīstību. Projekts sniegs ieguldījumu labākas pārvaldības nodrošināšanā VeA, jo tiks būtiski pilnveidota kvalitātes vadības sistēma (turpmāk – KVS). Tāpat pārvaldības procesu uzlabošanai tiks ieviests dokumentu un informācijas pārvaldības e-risinājums, un augstskolas augstākā un vidējā līmeņa vadītāji piedalīsies apmācībās un pieredzes apmaiņās labākas pārvaldības prakses jautājumos. Projekta ietvaros tiks pievērsta uzmanība arī akadēmiskā godīguma jautājumiem, sadarbībā ar citām Latvijas augstākās izglītības iestādēm (turpmāk - AII) pilnveidojot koplietojamos akadēmiskā godīguma informatīvo resursus. Projektā ietvertas arī aktivitātes horizontālo principu “Ilgtspējīga attīstība” un “Vienlīdzība” ievērošanas veicināšanai.Projekta kopējās izmaksas plānotas 229 800.00 euro, apmērā, t.sk. izmantojot Eiropas Sociālā fonda finansējumu 195 330.00 euro apmērā un Valsts budžeta līdzfinansējumu 34 470.00 euro apmērā. The aim of the project “Improvement of Quality of Study Programmes of Ventspils University College, Improvement of Resource Use Efficiency and Better Management” is to improve the quality of the content of study programmes of Ventspils University College and to ensure better management of higher education institutions and improvement of managerial skills.Based on the internal and external environment analysis carried out during the development and monitoring of VUC’s strategy, VUC activities evaluation and identified industry topicalities, as well as VUC’s financial management system and operational performance audit in the fields of Strategic Management and Activity Performance was carried out in 2016. 2020 and VUC binding strategic objectives for higher education by ensuring compliance with the requirements set out in the Cabinet of Ministers Regulation of 9 January 2018 No. 26 "Operation programme "Growth and Employment" Specific Support Objective 8.2.3 "Providing Better Management in Higher Education Institutions" (hereinafter – Cabinet Regulations) in order to achieve the respective project objectives, VeA is applying for ESF funding for the following eligible actions:1. Improvement and alignment of the current VUC study programmes to the development needs of the sector:1.1. Development of change management and implementation plan for modernisation of study programme offer (VeA study modernisation plan),1.2. Introduction of student assessment system based on study results,1.3. Modernisation of STEM study programmes to ensure greater connection with the needs of the industry;1.4. Modernisation of the Academic Master’s programme “Language and Culture Environment” to ensure a wider link with the needs of the industry;2. Improvement of the organisational and governance structures of the IEA:2.1 Improvement of the methodologies for the assessment of lecturers;3. Development of VUC quality management system:3.1. Improvement of the quality management system,3.2. Improvement of academic fairness processes through cooperation with other higher education institutions;4. Development, improvement and implementation of VUC management e-solutions:4.1. Purchase and implementation of a document and information management system e-solution;4.2. Development of strategy and support for the implementation of e-learning solutions in VUC,4.3. Integration of business simulation games into social science teaching methods by purchasing a board game for the use of simulation games;5. Development of competencies of VUC management personnel:5.1. Exchange of management and experience on good governance practices6. Ensuring the management and implementation of the project;7. Information and publicity measures on the implementation of the project.As a result of the project, the quality of VUC study programmes would be improved, facilitating modernisation of study programmes according to the development needs of the field, as well as providing student-centred education by introducing study results-based assessment of students. The content of studies in social science programmes would include entrepreneurship process simulation games, as well as developed and implemented strategy and methodology for e-learning solutions for modernisation of the study offer. Within the framework of the project, the lecturer evaluation methodology will provide an opportunity to ensure efficient planning, use and development of VUC’s main resources (human resources). The project will contribute to better governance in VUC by significantly improving the quality management system (hereinafter referred to as CCF). The e-solution for document and information management will also be introduced to improve governance processes, and senior and middle level managers of the university will take part in training and exchange of experience on issues of best management practice. The project will also focus on issues of academic honesty by improving shared academic fairness information resources in cooperation with other higher education institutions in Latvia (hEIs). The project includes activities to promote compliance with horizontal principles “Sustainable Development” and “Equality”.The total cost of the project is planned to be EUR 229800.00, incl. using the European Social Fund funding in the amount of EUR 195330.00 and co-financing from the State budget in the amount of EUR 34470.00.
