Ieslodzījuma vietu pārvalde (turpmāk – IeVP) ir Tieslietu ministrijas pārraudzībā esoša tiešās pārvaldes iestāde, kas nodrošina apcietinājuma kā drošības līdzekļa un brīvības atņemšanas kā kriminālsoda izpildi.Ieslodzījuma vietu pārvaldē E-lietas programmas 1.posma ietvarā līdz 2021. gadam tiek plānots īstenot projektu "Ieslodzījuma vietu pārvaldes informācijas sistēmas pilnveidošana" (turpmāk – Projekts), kura virsmērķis ir uzlabot IeVP efektivitāti un mazināt ar kriminālprocesa virzību un soda izciešanu saistīto dokumentu plūsmas laiku, pilnveidojot un attīstot Ieslodzīto informācijas sistēmu (turpmāk – IIS) un integrējot to ar E-lietas platformu.Projektam ir izvirzīti šādi mērķi:•IeVP informācijas apmaiņas ar klientiem un institūcijām efektivitātes un kvalitātes uzlabošana, elektronizējot dokumentu plūsmu;•Ieslodzītā personas lietas informācijas pieejamības nodrošināšana vienkopus elektroniskā vidē, pilnveidojot IIS un integrējoties ar E-lietas platformu;•Racionāla informācijas un komunikācijas tehnoloģiju (turpmāk – IKT) pārvaldība, maksimāli izmantojot koplietošanas informācijas un komunikācijas tehnoloģiju risinājumus IIS attīstībā.Darbības projekta mērķu sasniegšanai Lai nodrošinātu Projekta mērķu sasniegšanu, tiks īstenotas sekojošas aktivitātes:•Projekta vadība un administrēšana;•IIS pilnveidojumu izstrādes tehniskās specifikācijas sagatavošana;•IIS pilnveidojumu izstrāde. Aktivitātes ietvaros tiks izstrādāti IIS sistēmas papildinājumi, kas ļaus IIS reģistrēt ieslodzīto personu iesniegumus un veikt pilnībā elektronisku šo dokumentu plūsmas apstrādi, kā arī nodrošinās iesnieguma elektroniskās kopijas pievienošanu ieslodzītās personas lieta kā arī veikti IIS funkcionālos papildinājumus, lai realizētu elektronisku informācijas nodošanu valsts institūcijām un pašvaldībām normatīvajos aktos noteiktos gadījumos un kārtībā;•IIS programmatūras uzlabojumu izstrāde. Aktivitātes ietvaros tiks pilnveidota IIS funkcionalitāte, nodrošinot pilnīgu ieslodzītās personas lietas informācijas elektronisku pieejamību, kā arī veikt IIS tehnoloģiskos uzlabojumus un izstrādāt papildinājumus, lai nodrošinātu automatizētu datu apmaiņu ar Sodu reģistru, Adrešu reģistru, IR.•IIS integrācijas ar E-lietas platformu. Aktivitātes ietvaros tiks izstrādāta tiešsaistes datu apmaiņas saskarne ar E-lietas koplietošanas komponentēm, datu nodošanai un saņemšanai no Tiesu informatīvās sistēmas (turpmāk – TIS), Probācijas klientu informācijas sistēmas (turpmāk – PLUS) un Prokuratūras informācijas sistēmas (turpmāk – ProIS);•IIS pilnveidojumu izstrādes autoruzraudzība;•Izstrādātās programmatūras drošības un veiktspējas audits;•Lietotāju apmācības;•Publicitātes nodrošināšana.Projekta iznākuma rādītāji:Pilnveidotie pamatdarbības procesi (līdz 2019. g. beigām – 0, līdz 2021. g. beigām – 4);Nodrošināt e-pakalpojuma izmantošanas skaita pieaugums pilnveidotajos e-pakalpojumos (SIR) (rādītāja uzskaite tiks nodrošināta pēc faktiski sasniegtajām vērtībām).Projekta ietvaros tiks nodrošināta arī šādu rezultatīvo rādītāju sasniegšana, kas sekmēs šādus rādītājus:•Elektroniski apstrādāto dokumentu starp IIS un tieslietu nozares iestāžu informācijas sistēmām (Tiesu administrācija, Latvijas Republikas Prokuratūra, Valsts probācijas dienests) īpatsvars, izmantojot E-lietas platformu (2016. g. – 0%; divus gadus pēc projekta beigām – 40%, trīs gadus pēc projekta beigām – 80%););•Izplatīšanai sagatavotās un pieejamās IeVP datu kopas (2016. g. – 0; divus gadus pēc projekta beigām – 7, trīs gadus pēc projekta beigām – 7);•Elektroniska informācijas par ieslodzītajām personām (lai sagatavotu ieslodzītos atbrīvošanai - atbilstoši likumdošanā noteiktajam) sagatavošana un nosūtīšana pašvaldībām un to iestādēm (2016. g. – 0%, divus gadus pēc projekta beigām – 40%, trīs gadus pēc projekta beigām – 80%);).Projekta kopējais plānotais finansējuma apjoms ir 475 000 eiro, no tiem 403 750 eiro ir ERAF finansējums (85%) un 71 250 eiro ir valsts budžeta līdzfinansējums (15%). Projektu plānots īstenot 44 mēnešu laikā no līguma vai vienošanās par projekta īstenošanu noslēgšanas. (Latvian)

The functionality of the EES will be improved within the framework of the activity, ensuring full electronic availability of the prisoner’s case information, as well as making technological improvements of the EES and developing additions to ensure automated data exchange with the Penalty Register, Address Register, IR.•EES integration with the E-case platform.
