In the era of digitalisation and the global economy, the rate of change and cyclical fluctuations in working life are fast and the existence of entire industries is shaken. In the future, as growth is decisively based on skills and specialisation, the skills requirements of the workforce will be further emphasised and the quality of skills will become an even more critical competitive factor. At provincial level, managing changes in working life and cyclical fluctuations requires a common vision and close dialogue between business and education organisations. The aim of the project is to build a foresight model that goes beyond the boundaries of different professions and sectors. The Academy of Foresight supports the objectives of the provincial programme by developing a systematic method of forecasting the skills needs of the workforce based on network collaboration. The project aims to: 1. to create a basis for the permanent activities of the Southwest Finland Academy of Enaquiries2. to develop cooperation networks of strategic clusters in the region across industry boundaries and to renew skills forecasting work by combining the resources used by educational institutions, companies, business associations, the ELY Centre and the Regional Council for Foresight 3. to raise the level of foresight skills of enterprises and educational institutions in Southwest Finland and to strengthen the effectiveness of foresight information 4. to build a section on foresight information in the Southwest Finland Partnership Forum, which promotes the availability and utilisation of foresight information and promotes innovative ways to present foresight information 5. develop foresight cooperation also at national level in the transition of anticipation responsibility to the county. As a result of the project in Southwest Finland: 1. The Forecasting Academy, a research centre for anticipating skills needs, has a research-based structure and operating model 2. Foresight capability has increased and the province has the capacity to respond to the changing labour needs of companies over the business cycle 3. The Foresight Platform serves as an open cooperation platform identified and used by various actors and as a database of foresight data collected and analysed from different sources 4. The collection and utilisation of foresight data is systematic and is based on a common road map 5 by employers and educational institutions in the region. The Academy of Foresight cooperates in the networks of provincial foresight groups at national level and participates in the international exchange of information and experience. Digitalisaation ja globaalin talouden aikakaudella työelämän muutosvauhti ja suhdannevaihtelut ovat nopeita ja kokonaisten toimialojen olemassaoloa ravistelevia. Tulevaisuudessa kasvun perustuessa ratkaisevasti osaamiseen ja erikoistumiseen korostuvat työvoiman osaamisvaatimukset entisestään ja osaamisen laatu muodostuu entistä kriittisemmäksi kilpailutekijäksi. Maakunnan tasolla työelämän muutosten ja suhdannevaihtelujen hallinta edellyttää toimijoiden yhteistä näkemystä sekä tiivistä vuoropuhelua elinkeinoelämän ja koulutusorganisaatioiden välillä. Varsinais-Suomen Ennakointiakatemia -hankkeen tavoite on eri ammatti- ja toimialojen rajoja ylittävän ennakointimallin rakentaminen. Ennakointiakatemia tukee maakuntaohjelman tavoitteita kehittämällä työvoiman osaamistarpeen systemaattista, verkostoyhteistyöhön perustuvaa ennakointitapaa.Hankkeen tavoitteena on: 1. luoda pohja Varsinais-Suomen Ennakointiakatemian pysyvälle toiminnalle2. kehittää maakunnan strategisten klustereiden yhteistyöverkostoja toimialarajat ylittäen ja uudistaa osaamistarpeiden ennakointityötä yhdistämällä oppilaitosten, yritysten, yrittäjäjärjestöjen, ELY-keskuksen ja maakuntaliiton ennakointiin käyttämät voimavarat 3. nostaa Varsinais-Suomen yritysten ja oppilaitosten ennakointiosaamisen tasoa ja vahvistaa ennakointitiedon vaikuttavuutta 4. rakentaa Varsinais-Suomen kumppanuusfoorumin osaksi työelämän ennakointitietoa koskeva osio, joka edistää ennakointitiedon saatavuutta ja hyödyntämistä sekä tuo esiin innovatiivisia tapoja ennakointitiedon esittämiseen 5. kehittää ennakointiyhteistyötä myös valtakunnallisella tasolla ennakointivastuun siirtyessä maakunnille. Hankkeen tuloksena Varsinais-Suomessa: 1. toimii Ennakointiakatemia, osaamistarpeiden ennakoinnin tutkimuskeskittymä, jolla on selvityksiin pohjautuva rakenne ja toimintamalli 2. ennakointikyvykkyys on lisääntynyt ja maakunnassa on valmiudet vastata yritysten muuttuviin työvoimatarpeisiin suhdannevaihteluiden yli 3. ennakointialusta toimii eri toimijoiden tunnistamana ja käyttämänä avoimena yhteistyöalustana ja eri lähteistä kerätyn ja analysoidun ennakointitiedon tietovarantona 4. ennakointitiedon kokoaminen ja hyödyntäminen on systemaattista ja se pohjautuu alueen työnantajien ja oppilaitosten yhteiseen tiekarttaan 5. Ennakointiakatemia tekee yhteistyötä maakuntien ennakointiryhmien verkostoissa valtakunnan tasolla ja osallistuu kansainväliseen tiedon ja kokemusten vaihtoon. (Finnish)
