Pohjatyö tehdään selvittämällä normit, määräykset ja vaatimusaineisto. Pietarissa tavataan viranomaisia ja hankkeiden osapuolia. Tuloksena tieto Pietarin perinneikkunoiden viranomais- sekä muista vastaavista vaatimuksista, markkinoiden koosta ja Lasivuorimaan mahdollisuuksista myydä VARI-perinneikkunoita Pietarissa.
