The overall objective of the project POBI — Porvoo’s future bioindustrial park from Kilpilahti is to create a common understanding, vision and plan between companies in Kilpilahti industrial area and some Finnish companies that are developing the bio- and circular economy value chain, as well as a plan for how the Kilpilahti-Kullo region could develop into a world-class bio- and circular economy park. At the same time, SMEs serving the petrochemical and bioproduct industry in Kilpilahti will be given the basis for a new ecosystem and opportunities for new business, as well as a framework for the planning of responsible development of the Kilpilahti region and the establishment of companies. The project consists of three sets of measures to be implemented in 2015-2018. The Measures Packages consist of compiling and describing the common vision of companies and other actors, as well as the material and energy balances (resource flows) and value chains, the vision and business plan of the knowledge hub and its piloting, and the networking and cooperation of bio- and circular economy enterprises. The synergies between the bio- and circular economy activities of companies and other actors are formed partly in workshops in one target group survey with connected enterprises that are willing to grow and committed to the development of the circular economy, and partly through the resource flow analysis of the enterprises in the region. At the same time, based on the synergies identified, the vision, partners and roles of the future hub of excellence will be outlined. The project also examines the material and energy balances and their value chains produced by different actors through a specific resource flow analysis. The project will result in a multidisciplinary network of private and public actors around the Kilpilahti industrial area with an operational vision and an implementation plan. The Kilpilahti-Kullo region will be developed on a global scale as one of the leading industrial parks in the bioeconomy and circular economy. The project’s measures create conditions for SMEs in the cleantech and bioeconomy sectors to be located in Kilpilahti and enable the region to have an attractive eco-system and, for example, a variety of plots for companies. The Pobi project will provide a national-level industrial policy with important in-depth knowledge of the region’s resource flows and a vision of the development of a centre of expertise in the circular economy. Pobi – Porvoon Kilpilahdesta tulevaisuuden bioteollisuuspuisto -hankkeen kokonaistavoite on luoda Kilpilahden teollisuusalueen yritysten sekä joidenkin bio- ja kiertotalouden arvoketjua kehittävien suomalaisyritysten kesken yhteinen ymmärrys, visio ja suunnitelma siitä, miten Porvoon Kilpilahti-Kulloon alue voisi kehittyä maailmanluokan bio- ja kiertotalouspuistoksi. Samalla synnytetään Kilpilahden petrokemian- ja biotuoteteollisuutta palveleville pk-yrityksille perusta uudelle ekosysteemille ja mahdollisuuksia uuteen liiketoimintaan sekä luodaan puitteet Kilpilahden alueen vastuullista kehittämistä ja yritysten sijoittumista edistävälle kaavoitukselle. Hanke koostuu kolmesta toimenpidekokonaisuudesta, joita toteutetaan vuosina 2015 - 2018. Toimenpidekokonaisuudet ovat yritysten ja muiden toimijoiden yhteisen näkemyksen sekä materiaali- ja energiataseiden (resurssivirtojen) ja arvoketjujen kokoaminen ja kuvaus, osaamiskeskittymän visio ja liiketoimintasuunnitelma ja sen pilotointi sekä bio- ja kiertotalousyritysten verkostoituminen ja yhteistyö. Yritysten ja muiden toimijoiden bio- ja kiertotalouden toiminnan synergiat muodostetaan osin työpajoissa yhdessä kohderyhmäkartoituksessa kontaktoitujen kasvuhaluisten ja kiertotalouden kehittämiseen sitoutuneiden yritysten kanssa ja osin alueen yritysten resurssivirtanalyysin avulla. Samalla hahmotellaan havaittujen synergioiden pohjalta tulevan osaamiskeskittymän visio, osapuolet ja roolit. Hankkeessa selvitetään myös eri toimijoiden tuottamat materiaali- ja energiataseet ja niiden arvoketjut erityisen resurssivirta-analyysin avulla. Tämän perusteella voidaan arvioida taloudellisia tehostamismahdollisuuksia ja tunnistaa koko aluetta koskevat kiertotalouteen liittyvät resurssien uudet hyödyntämismahdollisuudet.Hankkeen tuloksena syntyy monialainen yksityisten ja julkisten toimijoiden verkosto Kilpilahden teollisuusalueen ympärille ja sille toimintavisio ja toteutussuunnitelma. Näiden avulla Kilpilahti-Kulloon aluetta kehitetään maailman mittakaavassa yhdeksi biotalouden ja kiertotalouden johtavista teollisuuspuistoista. Hankkeen toimenpiteet luovat edellytyksiä kasvuhalukkaiden cleantech-ja biotalousalan pk-yritysten sijoittumiselle Kilpilahteen ja mahdollistavat sen, että alueella on houkutteleva ekotaloussysteemi ja mm. tarjolla monipuolisia tontteja yrityksille.Pobi-hanke tuo kansallisen tason teollisuuspolitiikkaan tärkeää syventävää tietoa alueen resurssivirroista ja näkemystä kiertotalouden osaamiskeskittymän kehittämisestä. Kilpilahden teollisuusalueella syntyy materiaalikierron uutta resurssitehokkuutta biotalouden, kierrätyksen ja uusiokäytön uusilla ratkaisuilla. (Finnish)
