Hankkeen tavoitteetHankkeessa kehitetään ratkaisuja arjen turvallisuuden parantamiseksi Satakunnassa liittyen erityisesti turvallisuuden tunteen kasvattamiseen ja arjen turvallisuuteen liittyviin palveluihin. Arjen turvallisuuden kasvattaminen edellyttää paneutumista moniin laajoihin kehittämistarpeisiin, joita ovat erityisesti viranomaisyhteistyön kehittäminen, turvallisuusalan suunnittelun ja koulutuksen kehittäminen, turvallisuusalan tutkimuksen koordinoinnin kehittäminen ja keskittäminen. Lisäksi näihin liittyy turvallisuuden tutkimustarpeiden esiintuominen ja tulosten esiintuonti käytännön tasolle vietäväksi. Samalla vastataan tarpeeseen lisätä Satakunnan kilpailukykyä antaen tutkimustietoa ja verkostoitumismahdollisuuksia paikallisille yrityksille mahdollistaen näin arjen turvallisuuteen liittyvien uusien palveluiden kehittämisen. Hankkeen keskeisimmät tavoitteet ovat turvallisuusalan viranomaisten ja toimijoiden yhteistyön kehittäminen ja yhteistyömallin laatiminen Satakunnassa, turvallisuusalan suunnittelun ja koulutuksen kehittäminen erityisesti Satakunnassa, turvallisuusalan tutkimuksen koordinointi, turvallisuuden tunteen lisääminen Satakunnassa ja yritysten mahdollisuuksien lisääminen uusien arjen turvallisuuden palveluiden luomiseksi. Hankkeen toimenpiteetHankkeen toimepiteet on jaettu kolmeen eri työpakettiin, joista jokainen sisältää useita toimenpiteitä. Työpaketit ovat A. Satakunnan turvallisuusverkoston luominen, B. Turvallisuusalan suunnittelun ja koulutuksen edistäminen Satakunnassa ja osin valtakunnallisesti sekä C. Turvallisuusalan tutkimuksen koordinoinnin kehittäminen. Hankkeen alussa kootaan satakuntalaisilta turvallisuusalan toimijoilta tietoa yhteistyön tarpeista, mahdollisista olemassa olevista keinoista ja tulevaisuuden haasteista. Näiden perusteella kehitetään hankkeen aikana yhteiset toimintamallit ja työkalut sekä testataan niiden toimivuutta käyntännössä ja tuetaan näin syntyvää turvallisuusalan maakunnallista verkostoa. Tärkeä osa hankkeen työtä on Satakunnassa tehtävän tutkimuksen ja koulutuksen esiintuonti valtakunnallisesti. Toimenpidekokonaisuudessa muodostetaan Satakunnassa toteuttavan turvallisuuskoulutuksen kokonaisuus yliopistokeskus – Samk – Winnova – akselilla. Pelastusharjoitusalueen käyttöä tutkimustoiminnassa selvitetään ja käynnistetään hankkeen aikana. Hankkeen toiminnassa on merkittävää turvallisuusalan tutkimuksen ja innovoinnin vahvistaminen. Hankkeen tuloksetHankkeen keskeisimmät tulokset ovat:- satakuntalaisten turvallisuusalan viranomaisten ja toimijoiden yhteistyömalli eli Satakunnan turvallisuusverkosto- turvallisuusalan suunnittelun ja koulutuksen mallit, akateemisen koulutuksen toteutusten eteenpäin vieminen - turvallisuusalan tutkimuksen koordinointiin kehitetty yhteistyömalli- turvallisuuden tunteen lisääntyminen Satakunnassa- yritysten parantunut valmius kehittää arjen turvallisuuspalveluitaHankkeen vaikutuksetHankkeen toiminnan tuloksena lyhyen aikavälin vaikutuksia ovat mm. satakuntalaisen turvallisuusyhteistyön tehostuminen ja uudenlaisten yhteistyömallien kautta uudet mahdollisuudet erilaisiin yhteistyömuotoihin. Lyhyen aikavälin vaikutuksia ovat myös satakuntalaisen turvallisuusalan koulutuksen yhteistyön tiivistäminen ja Länsi-Suomen pelastusharjoitusalueen hyödyntäminen tutkimuskäytössä. Lyhyen aikavälin vaikutuksia voidaan havaita myös turvallisuusaalan tutkimustoiminnan koordinoimisen kehittymisen myötä, esim. uudet monitieteiset tutkijatapaamiset ja sitä kautta muodostuneet tutkijaryhmät.Hankkeen toiminnan tuloksena pitkän aikavälin vaikutuksia ovat mm. satakuntalaisen turvallisuusalan yhteistyön laadun kehittyminen, toimijoiden uudenlaiset toimintamallit ja satakuntalaisten turvallisuuden tunteen kasvaminen näiden myötä. Pitkän aikavälin vaikutuksia ovat myös mm. turvallisuusalan kehittyminen koulutuksen kehittymisen kautta ja Satakunnan vetovoiman lisääntyminen turvallisuusalan osaamisen lisääntymisen myötä. Pitkän aikavälin vaikutus on myös koko turvallisuusalan kehittyminen tutkimustoiminnan koordinoimisen tehostumisen kautta. (Finnish)

Project measuresThe actions of the project are divided into three different work packages, each of which contains a number of measures. The work packages are the creation of the security network of A. Satakunta, B. Promotion of planning and training in the security sector in Satakunta and partly nationally, and C. Development of coordination of security research. At the beginning of the project, information will be gathered from Satan security actors on the needs of cooperation, possible existing means and future challenges. On the basis of these, common operating models and tools will be developed during the project, and their functioning will be tested in the operational phase, and the resulting regional security network will be supported. An important part of the project’s work is to highlight research and training in Satakunta at national level. The Measures Package consists of a package of safety training to be implemented in Satakunta on the axis of the University Centre — SAMK — WinNova. The use of the rescue drill area in research activities will be investigated and launched during the project. The project will play an important role in strengthening security research and innovation. Results of the projectThe main results of the project are:- the cooperation model between the Satakunta security sector authorities and operators, i.e. Satakunta’s safety network- models for planning and training in the security sector, advancing the implementation of academic training — an increase in the sense of cooperation model and safety developed for the coordination of security research in Satakunta- the improved readiness of companies to develop everyday security servicesThe effects of the project The short-term effects of the project include, for example, the effectiveness of Satakunta’s safety cooperation and new possibilities for different forms of cooperation through new forms of cooperation. The short-term effects also include closer cooperation in the safety sector of Satakunta and the use of the rescue drill area in Western Finland for research purposes. Short-term effects can also be observed with the development of the coordination of research activities in the field of security, e.g. new multidisciplinary research meetings and thus formed research teams. As a result of the project, long-term effects include, for example, the development of the quality of cooperation in the safety sector in the Satakunta area, new operating models of operators and an increased sense of safety for Satakunta residents. Long-term effects also include the development of the security sector through the development of education and training and the increase in Satakunta’s attractiveness as a result of the increased competence in the security sector. The long-term impact will also be the development of the entire security sector through enhanced coordination of research activities. (English)
