In Eastern Finland, the utilisation of Russia’s proximity is considered to be of great strategic importance in the development of internationalisation, competitiveness and export of business. Today’s Russia is facing new economic and social challenges. According to Russia’s 2020 strategy, the country’s objective is to stabilise economic growth and modernisation and to restore the lagging infrastructure. The aim is to make the country more attractive to foreign investment and to increase the innovativeness and internationalisation of production, science and education. In Russia, a number of national target programmes of strategic importance are funded, including for the development of initial and continuing education, research and investment. From Finland’s point of view, this offers potential opportunities to respond to extensive development challenges. The concrete needs identified in the cooperation negotiations with Russian partners include environmental and agricultural technology, biotechnology, waste treatment, clean food production and organic farming. The aim of the project is to produce quickly practical information on concrete business development needs and funding opportunities in the Moscow and/or St. Petersburg region in cooperation with Russian partners, to bring together different actors and expertise in the North Savo region to meet these development needs, and to pilot a concrete cluster cooperation model by which the complementary expertise of the business community and research and education organisations will be producted into a common service package. The aim of the experiment is to promote the international competitiveness of SMEs, strengthen Russia’s business know-how and cooperation between the region’s business community and research and education organisations. The main target group of the project is North Savo SMEs participating in cluster cooperation, which have products and services that meet customer needs, business development companies and business support organisations, research and training organisations and other expert organisations. The results of the project include concrete new business opportunities to Russia, which have been addressed by cooperation between different actors, experience in piloting a cluster-based approach to productisation of the joint service provision of a large regional group of operators, and an action plan to support the productisation of new business opportunities related to Russia, drawn up on the basis of the piloting experience. The result is a cooperation model based on concrete measures and division of labour between operators, which will be used in the future to identify business opportunities from the Russian market, to establish contacts with Russian partners and to jointly productise service provision as part of the export of know-how. The Cluster model for productisation of know-how to the Russian market will be implemented in Northern Savo from 1 June 2015 to 31 May 2016. The project is funded by the European Regional Development Fund (ERDF), whose national authority is the Association of North Savo. The project is managed and implemented by the University of Eastern Finland’s Education and Development Service Aducate. (English)

    Itä-Suomessa Venäjän läheisyyden hyödyntäminen koetaan strategisesti erittäin tärkeäksi elinkeinoelämän kansainvälistymisen, kilpailukyvyn ja viennin kehittämisessä. Nykypäivän Venäjä on uusien ekonomisten ja sosiaalisten haasteiden edessä. Venäjän Strategia 2020 mukaan maan tavoitteena on vakauttaa talouden kasvu ja modernisaatio ja saada jälkeenjäänyt infrastruktuuri kuntoon. Tavoitteena on lisätä maan houkuttelevuutta ulkomaisille investoinneille sekä lisätä tuotannon, tieteen ja koulutuksen innovatiivisuutta ja kansainvälistymistä. Venäjällä rahoitetaan useita strategisesti tärkeitä kansallisia tavoiteohjelmia, joiden sisällä rahoitusta on suunnattu muun muassa perus- ja täydennyskoulutuksen kehittämiseen, tutkimukseen ja investointeihin. Suomen näkökulmasta tämä tarjoaa potentiaalisia mahdollisuuksia vastata laajoihin kehittämishaasteisiin. Venäläisten yhteistyökumppaneiden kanssa käydyissä yhteistyöneuvotteluissa esiin nousseita konkreettisia tarpeita on mm. ympäristö- ja maatalousteknologian, bioteknologian, jätteenkäsittelyn, puhtaan ruuan tuotannon ja luomuviljelyn aloilla. Hankkeen tavoitteena on tuottaa nopeasti käytäntöön sovellettavaa tietoa konkreettisista liiketoiminnan kehittämistarpeista ja niiden rahoitusmahdollisuuksista Moskovan ja/tai Pietarin alueella yhteistyössä venäläisten kumppaneiden kanssa, koota Pohjois-Savon alueen eri toimijoita ja osaamista yhteen näihin kehittämistarpeisiin vastaamiseksi ja tässä työskentelyssä pilotoida konkreettista klusteriyhteistyömallia, jolla elinkeinoelämän ja tutkimus- ja koulutusorganisaatioiden toisiaan täydentävää osaamista tuotteistetaan yhteiseksi palvelukokonaisuudeksi. Kokeilun tavoitteena on edistää pk-yritysten kansainvälistä kilpailukykyä, vahvistaa Venäjä-liiketoimintaosaamista sekä alueen elinkeinoelämän ja tutkimus- ja koulutusorganisaatioiden yhteistyötä. Hankkeen varsinaisena kohderyhmänä ovat klusteriyhteistyöhön osallistuvat pohjoissavolaiset pk-yritykset, joilla on asiakastarpeisiin vastaavia tuotteita ja palveluita, elinkeinojen kehittämisyhtiöt ja yritystukiorganisaatiot, tutkimus- ja koulutusorganisaatiot sekä muut asiantuntijaorganisaatiot. Hankkeen tuloksia ovat konkreettiset uudet Venäjälle suuntautuvan liiketoiminnan mahdollisuudet, joihin eri toimijoiden yhteistyöllä on vastattu, kokemukset klusterimallisen toimintatavan pilotoinnista alueellisen laajan toimijajoukon yhteisen palvelutarjonnan tuotteistamisessa sekä pilotoinnin kokemusten perusteella laadittu toimintasuunnitelma Venäjään liittyvien uusien liiketoiminnan mahdollisuuksien tuotteistamisen tukemisesta. Tuloksena on konkreettisiin toimenpiteisiin ja toimijoiden väliseen työnjakoon perustuva yhteistyömalli, jota jatkossa hyödynnetään liiketoimintamahdollisuuksien tunnistamisessa Venäjän markkinoilta, kontaktien luomisessa venäläisiin yhteistyökumppaneihin sekä palvelutarjonnan yhteisessä tuotteistamisessa osana osaamisen vientiä.Klusterimalli osaamisen tuotteistamisessa Venäjän markkinoille –hanke toteutetaan Pohjois-Savossa 1.6.2015 – 31.5.2016. Hankkeen rahoittajana toimii Euroopan aluekehitysrahasto (EAKR), jonka kansallisena viranomaisena toimii Pohjois-Savon liitto.
