This public has many obstacles to employment: duration of significant inactivity, social and financial barriers, reinforced by the health problem hindering integration, 35 % of people received are over 50 years old (73 % over 40 years) and 26 % have no diplomas. The particular typology of this audience requires more sustained and personalised support as well as an in-depth reflection on the problems. We want to put in place a “cross-view” between the advisors on the treatment of certain issues so that the beneficiary of the RSA finds solutions that resemble him and not generalist leads. In addition, the turnaround time between guidance and ERC signature has improved from 15 days to 1 month. _The development of permanences_ In order to meet the expectations of the territories and to provide a local service to people, the permanences in the territories have been developed and adjusted to the needs identified. They are defined jointly with the relevant departments of the Departmental Council. Permanences are held in Salanque, Vallespir, Capcir. _The development of collective workshops_ We wish to maintain the collective workshops in order to offer, in addition to individual accompaniment, support whose purpose is to break isolation, to create a group dynamic and to take into account in a different and complementary way the problems of disability, distance to the world of work and self-esteem. Avec le renforcement de moyens humains liés au co-financement par le FSE, deux conseillers seront rattachés au projet, soutenus par une assistante administrative (0,89 ETP) qui assurera le tuilage et la fluidité de l'accompagnement : traitement administratif des dossiers, suivi administratif des plans individuel d'action (répartition temps individuels/ temps collectifs). L'ensemble du projet présente 3 axes principaux : _Le renforcement de l'accompagnement_ Le personnel mis en place permet d'augmenter le nombre d'entretiens par personne, de proposer des entretiens plus fréquents et adaptés aux besoins spécifiques des bénéficiaires. Ce public présente, en effet, de nombreux freins à l'emploi : durée d'inactivité importante, freins d'ordre social et financier, renforcés par la problématique de santé venant entraver les démarches d'insertion, 35 % des personnes reçues ont plus de 50 ans (73 % plus de 40 ans) et 26 % n'ont aucun diplôme. La typologie particulière de ce public suppose un accompagnement plus soutenu et plus personnalisé ainsi qu'une réflexion approfondie sur les problématiques. Nous voulons mettre en place un "regard croisé" entre les conseillers sur le traitement de certaines problématiques afin que le bénéficiaire du RSA trouve des solutions qui lui ressemblent et non des pistes généralistes. Par ailleurs, le délai de prise en charge entre l'orientation et la signature du CER s'est amélioré et se situe entre 15 jours et 1 mois. _Le développement des permanences_ Dans un souci de répondre aux attentes des territoires et d'apporter un service de proximité aux personnes, les permanences sur les territoires ont été développées et ajustées aux besoins identifiés. Elles sont définies conjointement avec les services concernés du Conseil Départemental. Des permanences ont lieu en Salanque, en Vallespir, en Capcir. _Le développement des ateliers collectifs_ Nous souhaitons maintenir les ateliers collectifs afin de proposer, en plus de l'accompagnement individuel, un accompagnement dont l'objet est de rompre l'isolement , de créer une dynamique de groupe et de prendre en compte de manière différente et complémentaire les problématiques de handicap, de l'éloignement au monde du travail et d'estime de soi.
