La présente action vient en complémentarité du programme RISING et se centre sur 2 priorités : * **Priorité 1 :** mieux diagnostiquer pour mieux orienter les publics vers un accompagnement emploi adapté via la mise en place d’une instance partenariale d’orientation, de suivi et d’évaluation des parcours individuels **(objet de la demande - fiche action "piloter, orienter, diagnostiquer, suivre, former et évaluer")** * **Priorité 2 :** lever les freins périphériques à l’emploi liés à l'apprentissage du français, aux compétences de base, à la mobilité et au numérique **(objet de la demande - fiche action "Soutien aux parcours d'insertion")** Une attention particulière sera portée dans le cadre de ce projet à l’insertion professionnelle des jeunes (notamment des jeunes sans ressources), des publics peu ou pas scolarisés (analphabétisme, illettrisme) et des publics statutaires mais non hébergés, qui cumulent le plus de freins à l’emploi. Dans le cadre de cette opération, 2 types d'actions seront proposées: * **fiche-action 1 "appui participants":** des actions de soutien aux parcours d'insertion par la mobilisation d'action d'apprentissage de la mobilité en français langue étrangère (FLE mobilité), d'ateliers de formation linguistique "tremplins" et formations linguistiques à visée professionnelle adaptés aux personnes de niveau Français langue étrangère ou alphabétisation, de manière complémentaire aux formations obligatoires délivrées par l'OFII ou par Pôle Emploi, * fiche-action 2 "appui aux structures": des actions visant à proposer un pilotage et une animation de la démarche globale du projet RISING et du contrat territorial d'accueil et d'intégration des bénéficiaires de la protection internationale.
