Remove all insert-related brakes by accessing training: Mobilisation, pre-qualification and qualification, or in employment: positioning on JEP contracts, alternating, etc., and subsequently being able to access sustainable employment. The aim of the PLIE scheme is to combat poverty and promote inclusion. Thus, as part of the PLIE accompaniment, the young person benefits from a unique reference. Enhanced support within the framework of the PLIE makes it possible to concentrate resources on the young person most in need. The specificity of this support is to enable the participant to be involved in his/her socio-professional career and to adhere to all the steps put in place.The aim is to propose an integration path, the coherence of which is ensured by a single representative adviser and combining one or more actions allowing access to a job under common law or alternating contract, or qualification training and to remain there for more than 6 months. The phase of this action is available as a follow-up, as specified, also in (Elements de frrage common to the PLIEs relating to the individualised accompaniment of insertion pathways) of the PLIE Roissy Pays de France: \- Physical interviews for persons in accompanying situations or physical interview for persons in stages part-time, telephone interview for persons in stages full-time, \- Concertation(s) with the social partners, in connection with the obstacles assessed for solving the problems of each participant, \- Concertation(s) with the operating partners, training organisations... This phase respects the steps necessary for the completion of the courses. These are as a result: The young person is guided by a prescription form to apply to the PLIE by a prescriber. The form is then forwarded to the PLIE animation service. The referee receives the candidate for a first prior interview before the commission. The candidacy is submitted to the Validation Committee and it is the members who validate the entry into the scheme or not. Le projet est un accompagnement renforcé et individualisé par un référent de parcours unique en direction des jeunes ciblés qui cumulent les difficultés constituant des freins à leur insertion professionnelle. La fonction de référent de parcours unique s’articule autour de cinq axes principaux de travail qui sont : \- Accueil et diagnostic, \- Accompagnement renforcé et individualisé, \- Rôle de pivot en lien avec les partenaires pour les démarches administratives et sociales (logement - santé et vie sociale...), \- Relation avec l’environnement socio-économique, \- Gestion administrative des parcours L'accompagnement renforcé proposé au jeune est un suivi global qui prend en effet toutes les dimensions afin d'aider le jeune à créer un lien de confiance avec le conseiller référent PLIE, travailler, élaborer et valider le projet professionnel, gérer et régler les problématiques sociales telles que le logement, santé, la vie sociale, la mobilité, le mode de garde, la durée d'inscription au pôle-emploi, la rupture familiale, l'isolement... Lever tous les freins liés à l'insertion en accédant à une formation : Mobilisation, Pré-qualification et qualification, ou à emploi: en positionnant sur les contrats PEC, alternance, ect, et pouvoir par la suite accéder à un emploi durable. L’objectif du dispositif PLIE est de lutter contre la pauvreté et de promouvoir l’inclusion. Ainsi, dans le cadre de l’accompagnement dans le cadre du PLIE, le jeune bénéficie d’un référent unique. L’accompagnement renforcé dans le cadre du PLIE permet de concentrer les moyens sur le jeune qui en a le plus besoin. Ainsi sont réunies les conditions pour des résultats optimisés tant au niveau professionnel que social.La spécificité de cet accompagnement est de permettre au participant d’être acteur de son parcours socio-professionnel et d’adhérer à toutes les étapes mises en place.Il s’agit de proposer un parcours d’insertion dont la cohérence est assurée en effet par un conseiller référent unique et combinant une ou plusieurs actions permettant d’accéder à un emploi de droit commun ou contrat en alternance, ou formation qualifiante et s’y maintenir plus de 6 mois. Le phasage de cette action se décline comme suite, comme spécifié, aussi, dans (Eléments de cadrage commun aux PLIE relatifs à l’accompagnement individualisé des parcours d’insertion) du PLIE Roissy Pays de France : \- Entretiens physiques pour les personnes en situation d’accompagnement ou entretien physique pour les personnes en étape à temps partiel, entretien téléphonique pour les personnes en étape à temps plein, \- Concertation(s) avec les partenaires sociaux, en lien avec les freins évalués pour la résolution des problématiques de chaque participant, \- Concertation(s) avec les partenaires opérateurs, organismes de formation… Ce phasage respecte les étapes nécessaires à la réalisation des parcours. Celles-ci se déclinent comme suite : Le jeune est orienté à l’aide d'une fiche de prescription pour proposer leur candidature au PLIE par un prescripteur. La fiche est ensuite transmise au service d'animation du PLIE. La référente reçoit le candidat pour un premier entretien préalable avant la commission. La candidature est soumise en commission de validation et ce sont les membres qui valident ou non l'entrée dans le dispositif. Contractualisation du parcours par le biais d'un contrat d'engagement si celle-ci est validée. \- Accueil du jeune, \- Validation du projet professionnel, en cas de besoin, via le dispositif régional Parcours Entrée dans l'Emploi - Avenirs jeunes… \- Orientation vers une formation pré-qualifiante, \- Par la suite intégration d'une formation qualifiante, \- Réalisation du CV et de la Lettre de Motivation, \- Proposition d’ateliers internes et externes de recherche d'emploi TRE, Forum Emploi, parrainage... \- Recherche d’un employeur pour la signature d’un contrat en alternance, \- Accompagnement vers et dans l'emploi, \- Mises en place des aides au financement : du Permis B, de la formation ou tous autres projets inhérents à l'insertion socio-professionnelles Un travail en étroite collaboration est mis en place avec des services internes et des partenaires locaux afin d’apporter des solutions aux problématiques rencontrées par les jeunes suivis dans le cadre du PLIE. Ainsi, un réseau de partenaire actif est mobilisé en partenariat notre Mission Locale service d’utilité publique, comme : Santé (point santé de la Mission Locale, Éducatif (Educateur spécialisé), Social (assistantes sociales, CAF, SSD, CCAS), éducateur CHRS, Référent social logement (ALJT, AURORE), Point d'accès aux droits de la Mission Locale, Maison de la justice et du droit Roissy Pays de France, organismes de formation, employeurs, Conseil Général, structures locales (maison de quartier).
