The Local Plan for Insertion and Employment (PLIE) aims to facilitate, coordinate and communicate in order to improve the efficiency of its interventions. The objectives are to improve the animation of the scheme, optimise the coordination of actions and implement a communication plan allowing better knowledge of the PLIE by the target audience and partners. In order to achieve these objectives, the Action Plan has been defined in six thematic areas: 1- **Animating the political bodies** To organise the coherence of its intervention policy in favour of the target population, the CACEM PLIE must base its intervention on a clear political portage, known to all and regularly adjusted in the light of its results and changes in the socio-economic environment. In order to do so, it is incumbent upon it to act with the approval of its Steering Committee, the only body guaranteeing the necessary efficiency in order to take charge of its public. 2- **Mobilising and coordinating actors and resources** Mobilisation requires the ability of the PLIE to share its operational approach with all institutional and technical actors in the territory. The animation and coordination of pathways by relying on a Technical Committee facilitates and optimises its ability to mobilise all the financial resources necessary to implement its paths. 3- **Deploy a project engineering and financial engineering for the structuring of adapted pathways** To offer a response tailored to the needs identified, the PLIE must design, propose and initiate new projects both according to the needs of the territory, the actors but also according to the needs not covered to date for the travelling public. As regards the experimentation of new projects, the PLIE mobilises its network of funders to facilitate their financial assembly. 4- **Coordinating the route management by animating the network of route referents** The referents are the guarantors of the consistency of the paths of the participants they have in portfolio in view of the objective at employment. In Martinique, unlike other territories, the referents are employed in small and out-of-institutional structures (Pôle Emploi, Mission Locale, Local Agencies of Insertion, etc.). Often isolated in the organisation of their approach and not benefiting from direct access to implement common law measures in its own right, it is important to strengthen meetings and exchanges with the PLIE team, in order to accompany them in the formalisation of their network, and in particular that of the economic sector. 5- **Organise and formalise the partnership with the economic sector** The PLIE must federate a network of socially responsible entrepreneurs that will gradually allow the construction of a register of companies partner of the PLIE. On the basis of past experience with the creation of a post of “Facilitator Clauses” Officer of Mission, it is incumbent upon him to reinforce this process by animating a “club” of member companies allowing to offer new services or procedures for linking the path referencers. 6- **Enter the active inclusive policy of CACEM/DEI via the more readable PLIE on the territory** The CACEM PLIE is the result of the grouping of three communal PLIEs concentrated in the same place and in the same commune. After a period of adaptation of the new organisation, the PLIE must reaffirm its existence and role in the CACEM territory. He must regain his reputation and place in each municipality by being present and in the service of each of them. . (English)

    Le Plan Local pour l’Insertion et l’Emploi (PLIE) a pour vocation d’animer, de coordonner et de communiquer pour une meilleure efficience de ses interventions. Les objectifs étant d’améliorer l’animation du dispositif, d’optimiser la coordination des actions et de mettre en œuvre un plan de communication permettant une meilleure connaissance du PLIE par le public cible et les partenaires. Afin d’atteindre ces objectifs, le plan d’actions a été défini en six axes thématiques : 1- **Animer les instances politiques** Pour organiser la cohérence de sa politique d’intervention en faveur de la population ciblée, le PLIE de la CACEM doit fonder son intervention sur un portage politique clair, connu de tous et régulièrement ajusté au regard de ses résultats et de l’évolution de l’environnement socio-économique. Pour ce faire, il lui appartient d’agir avec l’aval de son Comité de Pilotage, seule instance garante des engagements ambitionnant l’efficience voulue en faveur de la prise en charge de son public. 2- **Mobiliser et coordonner les acteurs et les moyens** La mobilisation passe par la capacité du PLIE à faire partager son approche opérationnelle à l’ensemble des acteurs institutionnels et techniques du territoire. L’animation et la coordination de parcours en prenant appui sur un Comité Technique facilite et optimise sa capacité à mobiliser l’intégralité des moyens financiers nécessaires pour mettre en œuvre ses parcours. 3- **Mettre en œuvre une Ingénierie de projet et une ingénierie financière pour la structuration de parcours adaptés** Pour offrir une réponse adaptée aux besoins identifiés, le PLIE doit concevoir, proposer et initier de nouveaux projets à la fois en fonction des besoins du territoire, des acteurs mais aussi en fonction des besoins non couverts à ce jour pour les publics en parcours. S’agissant de l’expérimentation de nouveaux projets, le PLIE mobilise son réseau de financeurs pour en faciliter le montage financier. 4- **Coordonner la gestion des parcours en animant le réseau des référents de parcours** Les référents sont les garants de la cohérence des parcours des participants qu’ils ont en portefeuille au vu de l’objectif à l’emploi. En Martinique, contrairement à d’autres territoire, les référents sont salariés de petites structures et hors champ institutionnel (Pôle Emploi, Mission Locale, Agences Locales d'Insertion,…). Souvent isolés dans l’organisation de leur démarche et ne bénéficiant pas d’accès direct pour actionner en propre les mesures de droit commun, il est important de renforcer les rencontres et échanges avec l’équipe du PLIE, pour les accompagner dans la formalisation de leur réseau, et notamment, celui du secteur économique. 5- **Organiser et formaliser le partenariat avec le secteur économique** Le PLIE doit fédérer un réseau d’entrepreneurs responsables socialement qui permettront progressivement de construire un fichier d’entreprises partenaires du PLIE. Fort d’une expérience passée avec la création d’un poste de Chargée de Mission "Facilitateur clauses", il lui appartient de conforter cette démarche en animant un « club » d’entreprises adhérentes permettant de proposer de nouveaux services ou procédures de mise en relation aux référents de parcours. 6- **Rendre la politique inclusive active de la CACEM/DEI via le PLIE plus lisible sur le territoire** Le PLIE de la CACEM est l’émanation du regroupement de trois PLIE communaux concentrés dans un même lieu et sur une même commune. Après une période d’adaptation de la nouvelle organisation, le PLIE doit réaffirmer son existence et son rôle sur le territoire de la CACEM. Il doit reconquérir sa notoriété et sa place dans chaque commune en étant présent et au service de chacune d’entre elles. . (French)
