Le PLIE est constitué d'une opération unique, au sens retenu par le FSE. Le cadre général du PLIE est celui défini par le protocole d'accord 2015/2020, signé par l'État, la Région Centre-Val de Loire, le département de l'Indre, Châteauroux Métropole et Pôle Emploi. Il s'adresse à l'ensemble des publics prioritaires résidant dans l'agglomération castelroussine : demandeurs d'emploi de longue durée (DELD), bénéficiaires de minima sociaux, travailleurs handicapés ne nécessitant pas d'accompagnement spécifique, habitants des quartiers relevant de la géographie prioritaire, femmes rencontrant des problématiques spécifiques, jeunes peu ou pas qualifiés (mais ayant plus de 25 ans), séniors, migrants, ou toute personne rencontrant des difficultés dans sa démarche de retour à l'emploi... Le statut "administratif" ne constitue pas, seul, un critère d'éligibilité. Le comité de validation (Coval) vérifie que le PLIE constitue pour les personnes une réponse appropriée. En particulier, les acteurs de l'orientation vers le PLIE (CCAS, Pôle Emploi, Mission Locale, SIAE du territoire, communes…) et les accueillants s'assurent que les participants sont en situation d'exclusion professionnelle durable, cumulent des difficultés socioprofessionnelles, résident bien sur le territoire de Châteauroux Métropole, et adhèrent à une démarche d'insertion. Cette opération comporte plusieurs phases : Après une orientation vers le PLIE, soit par un professionnel de l'insertion socioprofessionnelle, soit par le demandeur d'emploi lui-même, reçu pour un entretien de premier accueil par le Chargé de Coordination, le dossier est présenté au Comité de Validation du PLIE. Sauf exception, ce comité se réunit tous les 15 jours et est composé d'au moins un des membres de l'équipe permanente du PLIE (Chargé de Coordination ou Chargée de Relations Entreprises), ainsi que des structures Référents de Parcours (retenues dans le cadre d'un Marché Public donnant lieu à des conventions : 11 structures retenues pour 2019), quelquefois en présence de partenaires extérieurs, pour des interventions thématiques (Mission Locale, CAP Emploi, UT36-DIRECCTE, Pôle Emploi...). Après décision du comité, un courrier postal est adressé aux Participants pour les informer et les mettre en relation avec le Référent attribué. Ensuite, un contact mensuel minimum a lieu entre les deux (Signature du Contrat d'Engagement PLIE au 1er ou 2nd rendez-vous) pour construire le projet global d'insertion, ses différentes étapes et ses ajustements éventuels. Tous les professionnels concourants à la réalisation du projet du Participant échangent directement les informations nécessaires et les saisissent dans une base de données partagées, ABC VIeSION, logiciel commun des PLIE adhérents du réseau national Alliance Villes Emploi. Quand le Participant est sur une étape de sortie, le Référent en informe le comité de validation, qui statue alors sur sa sortie du dispositif. (French)

The PLIE consists of a single operation, as defined by the ESF. The general framework of the PLIE is that defined by the 2015/2020 Memorandum of Understanding, signed by the State, the Region Centre-Val de Loire, the department of Indre, Châteauroux Métropole and Pôle Emploi. It is aimed at all the priority audiences residing in the Castroussin agglomeration: long-term jobseekers (DELDs), beneficiaries of social minimums, disabled workers who do not need specific support, inhabitants of neighbourhoods of priority geography, women with specific problems, young people with little or no qualifications (but over 25 years of age), seniors, migrants, or anyone who encounters difficulties in returning to work... The ‘administrative’ status is not, on its own, an eligibility criterion. The Validation Committee (Coval) verifies that the PLIE is an appropriate response for individuals. In particular, the actors involved in orientation towards the PLIE (CCAS, Pôle Emploi, Local Mission, SIAE of the territory, municipalities...) and hosts ensure that the participants are in a situation of sustainable occupational exclusion, combine socio-professional difficulties, reside well in the territory of Châteauroux Métropole, and adhere to an integration approach. This operation involves several phases: After a referral to the PLIE, either by a professional in socio-professional integration or by the job seeker himself, received for a first reception interview by the Coordinating Officer, the dossier is presented to the PLIE Validation Committee. Save in exceptional circumstances, this committee meets every 15 days and is composed of at least one of the members of the permanent team of the PLIE (Charge de Coordination or Chargée de Relations Entreprises), as well as the Reference structures of Parcours (withheld in the framework of a public contract giving rise to agreements: 11 structures selected for 2019), sometimes in the presence of external partners, for thematic interventions (Local Mission, CAP Employment, UT36-DIRECCTE, Pôle Emploi, etc.). Following a decision of the Committee, a postal mail is sent to the Participants informing them and linking them to the assigned Reference. Next, a minimum monthly contact takes place between the two (Signature of the PLIE Engagement Contract at the 1st or 2nd appointment) to construct the overall integration project, its various stages and possible adjustments. All professionals involved in the implementation of the Participant’s project directly exchange the necessary information and enter it into a shared database, ABC ViEsion, a common software of PLIE members of the national network Alliance Cities Emploi. When the Participant is on an exit stage, the Referent informs the Validation Committee, which then decides on its exit from the device. (English)
